I think they want something more complex and capable. Like sky striker.
If that's the case I think there should be more layering in this.
Deli is not super different than Sky Striker. Sky Striker is a bit more complex and big. It carries bigger warhead, its MTOW is also bigger, it has retrieve function (I don't think Deli has it), it has around 15km more range and more endurance (2 hour) with its 5kg warhead configuration. It's good, nothing to add on its specs.
Deli is smaller (13kg MTOW compared to 50kg MTOW of Sky Striker) featuring , both catapult and hand launch capability, 3.1kg warhead, 85km range, 75 minutes endurance, optional GNSS anti-jamming capability and is swarm capable. No complex EO or seekers. I am thinking about a cheap solution which can be used mainly against asymmetric threats. Looking at things like IIR seekers, state of the art software, materials etc my inner voice just tells me "It's not worth it bro! These are just meat for the grinder, throw rocks at them"

A possible scenario: After mutual heavy artillery fire between TSK and a terrorist organization in the north of Syria, TSK needs a low profile reconnaissance and surveillance tool. Baykar's Kalkan VTOL is sent in the area (airspace is closed for UCAVs). It is detected that terrorists are preparing launch sites close to a residential area and an artillery strike would cause a risk for the civilians in this area. This is where 2-3 Deli loitering munitions are launched and used for precise strikes on the launch sites.
Another scenario: You just want to harass the sh!t out of some donkeys in the 30-40km range and launch 5-10 a day for the fun for a couple of days targeting their control points or not very important targets
I think STM-Roketsan Alpagut may evolve into something more comparable to the Sky Striker in terms of MTOW, warhead weight, range and endurance. It was supposed to make its first firing test in 2023, but still nothing from them and I really like it. It would be a shame if they abandon it as a project. I don't see the catapult launch and retrieve capability, but still...
