a) If they (MOD) work something out with the Russians regd the Il-276 at this stage which has been lukewarm process at best given India prefers western powerplant, ongoing production etc. But I guess to have a reference quote for pro/con analysis can help with both analysing and negotiating the main 2 at this stage.

b) Outside shots like the Kawasaki C-2 (unlikely). Same reasoning.

It may not have any bearing on an aircraft best satisfying IAF requirements being selected but I would add commercial prospects in addition to geopolitics in considering which MTA to select.

I suspect that over the years an Indian C-390 FAL would export more aircraft than it would supply to IAF. C-130J risks being uncompetitive compared to C-390 except where its superior rough field and STOL performance is required.

GOI sees India becoming a major defence exporter as a objective. I think a C-390 FAL would achieve much more export success than a C-130J FAL.
