The Dutch parliament on Thursday passed a non-binding motion saying the treatment of the Uyghur Muslim minority in China amounts to genocide, the first such move by a European country.

Activists and United Nations rights experts say at least one million Muslims are being detained in camps in the remote western region of Xinjiang. The activists and some Western politicians accuse China of using torture, forced labor and sterilizations.

China denies any human rights abuses in Xinjiang and says its camps provide vocational training and are needed to fight extremism.

"A genocide on the Uyghur minority is occurring in China," the Dutch motion said, stopping short of directly saying that the Chinese government was responsible.

The Chinese Embassy in The Hague said on Thursday any suggestion of a genocide in Xinjiang was an "outright lie" and the Dutch parliament had "deliberately smeared China and grossly interfered in China's internal affairs."

Canada passed a non-binding resolution labeling China's treatment of the Uyghurs genocide earlier this week.

The Dutch motion said that actions by the Chinese government such as "measures intended to prevent births" and "having punishment camps" fell under United Nations Resolution 260, generally known as the genocide convention.

Prime Minister Mark Rutte's conservative VVD party voted against the resolution.

'Great concern'​

Foreign Minister Stef Blok said the government did not want to use the term genocide, as the situation has not been declared as such by the United Nations or by an international court.

"The situation of the Uyghurs is a cause of great concern", Blok told reporters after the motion was passed, adding that the Netherlands hoped to work with other nations on the matter.

The author of the motion, lawmaker Sjoerd Sjoerdsma of the centre-left D-66 Party, has separately proposed lobbying the International Olympic Committee to move the 2022 Winter Olympics away from Beijing.

"Recognizing the atrocities that are taking place against the Uyghurs in China for what they are, namely genocide, prevents the world from looking the other way and forces us into action," he told Reuters in an emailed response to questions.

In a statement on its website, the Chinese Embassy in The Hague said the Uyghur population in Xinjiang has been growing in in recent years, enjoying a higher standard of living, and a longer life expectancy.

"How can you call this a genocide?" it said. "Xinjiang-related issues are never about human rights, ethnicity or religion, but about combating violent terrorism and secession."

China's ambassador to the United Nations in Geneva accused Western powers on Wednesday of using the Uyghur issue to meddle in his country's internal affairs.

Turkey slams Netherlands' recognition of 1915 events as 'genocide'​

Turkey condemned the decision of the Dutch House of Representatives to recognize the 1915 incidents as so-called “genocide” against Armenians, calling it null and void.

Foreign Ministry spokesperson Hami Aksoy said the decision is a null attempt to rewrite history with political motives.

“Councils are not venues to write history and trial it. Those who agree with this decision, instead of looking for what actually happened in 1915, are after votes as a populist,” Aksoy said.

He invited the signatories of the decision to examine the U.N. Convention on the Prevention and Punishment of the Crime of Genocide of 1948 and the decisions of the European Court of Human Rights (ECtHR).

“We invite you to support the efforts for a better understanding of a historical issue,” he said, adding that Turkey’s proposal for a joint History Commission, which was not answered by Armenia, was one such effort.

He said the Dutch House of Representatives is detached from reality as it has frequently been in recent years.

Aksoy invited the Dutch government to wage a struggle against racism, Islamophobia and xenophobia rather than discriminatory practices leading to the resignation of the government and instead of taking decisions against Turkey.

Turkey objects to presenting the 1915 incidents as “genocide,” rather calling them a tragedy in which both Turks and Armenians suffered casualties in the heat of World War I.

Ankara has repeatedly proposed the creation of a joint commission of historians from Turkey and Armenia under the supervision of international experts to examine the issue.

In 1915, the Ottoman Empire relocated Armenians in eastern Anatolia following revolts when some sided with invading Russians, which resulted in some Armenian casualties.

Yerevan has demanded an apology and compensation, while Turkey officially refuted the Armenian allegations over the incidents saying that although Armenians died during the relocation, many Turks also lost their lives in attacks carried out by Armenian gangs in Anatolia.

When it comes to gobal genocide and global theft the europeans are second to none. Not only do they not recognise their own genocides, they do not discuss each others genocides. The Dutch won't talk of English, French, Spanish or Russian genocides, europeans work together to cover each others crimes. Truly despicable when you think about it.

As for China its no secret they have and continue to commit genocide and the europeans who see themselves as owners of the world fear any nation who rises. So they will use this against China.

What China should be doing is, instead of committing mass genocide of these Turkic Muslims, they should have got together with Turkey and organised their relocation to Turkey and/or central Asian Turkic states.

As far Turkey is concerned a world dominated by euro-origin peoples has been a nightmare, its good to see Asian powers rising and able to challenge her. For a long time it seemed like only the Turks and for a short period of time that the Japanese were able to challenge euro power.

If i were China i would recognise the genocides of european states and push other non-european states to also recognise such genocides. The entire non euro origin world knows how evil european history has been. Only european arrogance blinds europeans to this global perception of them.

Are you saying that you are buying this western crap, there is no genocide in China, what is a genocide? Are there any genocides that no one dies? then it must be a very failed "genocide".

Every big country has some part of their lands inhabitated by some minority groups, isn't Turkey the same in this case?

From a Turkish position both sides are just as bad as the other. European hypocrisy and imperialism doesn't automatically mean that china becomes innocent. No China is also truly dreadful if not more so.

Europeans have a global history of crime, the chinese have a regional one. Both are morally bad.

Now from a geopolitical perspective, if not for the genocide of Turks in China, it would make sense for Turkey to become strategically close to China. Since of all the powers out their, China ironically is the safest one for Turkey. We are entering an era where we basically have all the same enemies.

And what incredible strategic significance China would hold over Europe and Russia if Turkey ever become strategically aligned to China.

China is a very safe and caring country, I never saw a dead person on the street in my whole life in China, you must be talking about some south Asian country I guess.

It's up to you if you like to make China your enemy, China never hurt Turkey in the whole history like the west keeps doing the whole time.

Your communist regime is outright murdering my people. Most Muslims on earth have gone silent on the slaughter of Muslims and they wonder why Allah has cursed them, but being a Turk at its core is about being strong irrespective of the threats we face.

You know per capita income in XInjiang now is even higher than Turkey and it started from bare hundreds of dollars a year barely a decade ago. tell me another place where can develop this fast while genociding the local population.
