Hong Kong was built by the Chinese people, Europeans conquered many lands around the world, many former colonies are very poor like India. besides, China used 40 years to build Shenzhen from nothing, now Shenzhen's GDP is bigger than Hong kong and in frastructure, Hong kong looks like a shithole comparing to Shenzhen.
