    I wouldnt call an old F-16A and Mirage 2000 as modernisation. MiG-29, Su-27 and Su-24 are in same class or better airplanes

    It is not quite the same. Iran is attacked by US / Israel with support of arab (Persian gulf) neighbours. Turkey is not attacked by Russia or some other Black sea state
