    If Turkey could build and fully utilize it without abandoning the treaty, the admirals would have zero problems with it! Their problem is with touching the treaty, not the canal itself. At least, this is frankly what I get from reading the declaration in the first post.

    Exactly, that is what I wrote. So, they are against Turkey abandoning the treaty. That is actually what they wrote in their declaration too. The canal is purely incidental. If Turkey could build and fully utilize it without abandoning the treaty, the admirals would have zero problems with it!
