The 120 m class is for private shipyards that usually never produce 100 m+ naval vessels. 200 m+ vessels would be spearheaded by PT PAL first, it would make no sense for private shipyards with no experience to build large ship for making 200 m+ vessels.

If you observe closely, any OPV design post 2017 require them to be able to get converted into surface combatant. Of course if the mission is for patrolling, SSM and CIWS would not be installed. It is easier to make patrol ship (light equipment) from surface combatant ship (heavier equipment)...
