This is a really odd system. What do we know about it? From the design, it seems like cost effectiveness and simplicity have been top priorities.

Ideal solution would be end of statehood and the relocation of 2 million Armenians to France.

If Armenia is unwilling to make peace and continue their expansionist ideas, the goal for Azerbaijan must be to end their statehood.
