It can't be temporary because some areas should be handed over by 15th November and some by 20th November. There is little point or time to set up observation points in such areas. This map below is for reference.

I think both sides will have similar concerns regarding restrictions and security of their corridors. So they have to find something that is mutually agreeable. And I think that Azeris have more to gain from the Nakchivan corridor. If all goes as agreed, it will be a good end to the conflict...
