    I was speaking from the point of view of long-term storage inside hermetically-sealed canisters. Mate the payloads, fill the xenon, and lock it up in a ready-to-launch canister for when the time comes. Like BMs, they would probably be opened up from time to time for inspection.

    It would depend on what DSA's doctrine & requirements are. If they are serious about canisterization & long-term storage of prepared satellite payloads, SSLV would be too big. That's why probably decided on a platform that uses K4 SLBM booster stage (which our ASAT missile also uses).
