I always happily say Power above all. Look at the Russia vs Ukraine war. I can guarantee you, if Russia didn't have any nukes, then NATO would be inside it long time ago. So in short: A nation that has Nukes on ICBMs is a nation safe from invasion. Everything else is just noise.
