We do not have a produced Altay tank yet but by 2024 we will have an industry that will be able to make any tank in any configuration. Imagine the BATU engine paired with an electric motor they can power tanks much heavier than Altay. Or maybe some unmanned sea vehicles that can swim and dive.

Manned flight is a hard job so it will only happen once we can launch around 10 tons of load to Low Orbit where space stations live. Perhaps a crew vehicle that will spend a week or two in orbit and glide back down can be made then.

Not really ambitious. Technology improves exponentially. It only depends on a steady flow of high dollars into this field. With cooperation of several countries headed by Türkiye this kind of a timeline can happen. It takes a keen leadership though which we don't lack any.
