I guess Hisar D RF missile being integrated to Advent and MIDLAS etc. They had to rethink the entire concept and turn it into a new product. Plus it probably needs the datalink and guidance to be adapted to the ship and naval warfare. Maybe it will behave like Aegis automated defence
Vertical stabilizers are there because they need to align with diverter plates for stealth don't they? Otherwise they would have to maybe align with outer side of inlet like su 57 and that would be a bit too far

First prototype was made befofe CDR was finished so there isn't much point to making more prototypes before that. KF21 was at a different stage of its development lifecycle.
