Four things:

1) The official document is very clear - Karabakh remains in Azerbaijan. Not transferred. Not given. Remains. Read it for yourself.

2) The reason it was chosen to stay in Azerbaijan is there weren't enough majorities of either ethnicity to tip the balance. Where the Armenians made up a majority is in some of the big cities. And if you ever wondered why the official region of Nagorno-Karabakh looks so weird on a map, it's because it was literally created by Russians to have at least one Armenian-majority region. It's territory used to just be divided among the other, bigger regions of Karabakh, which were all Azerbaijani-majority and not like 70:30 but 99:1.

3) The reason the "Karabakh movement" was started by Armenians (funny how they didn't call it Artsakh back then. Almost like they made that name up later) is because their nationalist leaders saw that Armenians were getting outnumbered by Azerbaijanis who were reproducing faster and realized that they if they didn't take Karabakh now, their flimsy justification of an ethnic majority for it would disappear within 50 years or less.

4) To add onto the above, Armenians even started trying to settle Lebanese-Armenians and Syrian-Armenians in Karabakh to make up for the shortage of people. Yes, even in the regions of Karabakh that had basically zero Armenians. Which they totally intended to give back if Azerbaijan recognized the annexation of Karabakh according to Armenians themselves.
