I thought the point of Minority Report was that it's not a good system of law enforcement...
I think the basic premise was questioning could you penalise a crime that hasn't actually happened (and the answer is no, as there is no way you can trust such a thing as we live in the present with only the past behind us, which is the basis of making and applying law to begin with).
We're always going to have more and better sensoring + analysis (and tiering that to a threat analysis to red flag monitor within some legal framework and authorities delegated you have for it etc, as accountable you can make all of that)...but you cannot prosecute someone for a crime they haven't commited. Doing so enters a dystopia, literally.... and so you see with some of the special (essentially extra-legal) ABC kangaroo courts in various parts of the world, past and present.
