This CHP guy is the mayor of municipality right?

That's different to the national govt that makes the economic policy to bring this into Turkiye like this to begin with.

Municipalities/local govt culpability is far less in end (resistance to it just means it moves to another municipality etc)....they are downstream to national govt and make do with what is now set in.

If CHP running govt at ankara, then yes they take ownership of this bad policy just the same. But its AKP there now....and frankly their economic policy in general (relative to whats at hand inside Turkiye) really stinks.
