Meteksan Defence Communication Systems Builds Sustainable Business Partnerships Through Mutual Trust and Transparency


Defence Turkey: Mr. TORUN, first off, all thanks so much for your time today. Meteksan Defence was established in 2006 to gather defense industry related projects and activities of high technology companies that operate within the structure of Bilkent Holding Group under a single roof. Communication Systems is one of Meteksan Defence’s three main departments; could you please inform us on this department’s staff size, services provided, and its technological experience and vision?

Erdal TORUN: Regarding Meteksan Defence’s technology domain, I would initially like to touch upon the company’s position in defense technologies.

As we all know, the cooperation between university and industry is essential for achieving technology ownership. In my opinion the close cooperation that we have with academic institutions is one of the most critical factors that enables the ownership of technology. Building a triangle between university, industry and the users is among the issues that have been discussed over the years. We believe that we are among the establishments that achieve this well in our sector.

As a technology development center with the vision of developing indigenous solutions, in line with our strategy of building a sustainable structure, we directed our resources towards certain areas and restructured our organization on three main areas in 2019 in a way to render it available for the production of competitive products.

Communication Systems is one of these areas and this department effectively and swiftly executes the design, business development and program activities in an integrated manner with nearly 70 personnel. Without doubt, departments in charge of the execution of production, quality and administrative processes also provide services to our group as well.

Communication systems that enable the interoperation of systems such as network-based operations and the required smart munition, reconnaissance and surveillance systems and electronic warfare, and transfer and sharing of data such as targets, status, position, intelligence, time to strike and damage assessment (C4ISR) between the relevant platforms and the users, have become an essential part of modern operations. To this end, the electronic warfare resistant data links developed by our company particularly for missile systems and unmanned air vehicles add tremendous value to the related platforms. GES Engineering to Add Intelligence to Shelter-Levelling Systems Used by NATO

The sub-systems of the leading solutions offered by GES Engineering are also attracting attention. A company from a NATO-member European state has selected the electronic control unit of GES Engineering’s Shelter-Levelling System to convert its own manual levelling system into an automatic system. Under the contract, signed in the third week of July 2020, GES Engineering will deliver the first batch of products in a collaboration that is expected to expand with further orders.

The electronic control unit, the software and hardware of which have been developed by GES Engineering, operates as an independent unit (LRU), allowing levelling systems to fulfil their tasks automatically in the shortest possible time. These units have been performing well in the field as a part of the Shelter Levelling and Automatic Vehicle Levelling Systems offered to various users by GES Engineering.

The contract can be considered a precursor to a new period in which the modernization of old systems without automatic levelling capability will be possible. GES Engineering’s electronic control unit brings modern capabilities to old systems, and can be easily integrated thanks to its standard interfaces and flexible architecture.

Serhat Demir, Co-founder of GES Engineering, said that the contract meant many firsts for the company: “This is our first contract for the export of our levelling system product family. It is also the first contract covering an electronic unit developed by GES Engineering, which is well-known in the design and manufacture of mechanical and electro-mechanical subsystems, components and materials. Making use of our software and hardware development capabilities, we offer solutions that will make a difference in this field in the coming period.”

Ukraine and Turkey in talks to bolster industrial cooperation

ANKARA, Turkey — Ukraine and its Black Sea neighbor Turkey are striving to deepen their emerging defense and aerospace industry cooperation, with high-level visits and talks on joint programs.
Ukrainian Deputy Prime Minister Oleg Urusky visited Ankara on Aug. 28 to discuss enhancing defense industry ties and forming partnerships for new projects. He told Ukrinform news agency that Ukraine was particularly hopeful on joint efforts to develop an aircraft engine.
Urusky said two Ukrainian companies, Ivchenko-Progress and Motor Sich, would hold talks with Turkish defense companies. He also said Ukrainian aircraft-maker Antonov hopes to enhance its partnership with Turkey’s state-controlled missile-maker Roketsan.
Urusky also met with Turkish President Recep Tayyip Erdogan in the Turkish capital.

A Turkish aerospace official said Ukraine was offering Turkey the opportunity to assess co-production possibilities for Antonov’s cargo aircraft, the AN-178. “We are discussing co-production opportunities … in Ukraine or in Turkey,” the official said.

One of the major weaknesses of the Turkish industry is the lack of engine technology. For instance, Turkey’s most ambitious indigenous program — the design, development and production of a national fighter jet, dubbed TF-X — appears stalled, as Turkish aerospace authorities are yet to find an engine for the planned aircraft. The TF-X program was officially launched in December 2010. In January 2015 then-Prime Minister Ahmet Davutoglu announced that the planned fighter would have a twin engine. That was when the search for an engine began.

Turkish-Ukrainian defense and aerospace cooperation took off with a 2019 deal for the sale of six Bayraktar TB2 drones, built by the privately owned Turkish company Baykar Makina, to Ukraine. The $69 million contract involved the sale of ammunition for the armed version of the TB2.

Later that year, state-controlled Ukrainian company Ukrspecexport and Baykar Makina signed what they view as a strategic cooperation deal. The agreement involves development and production of “sensitive technologies in defense and aerospace.” At the heart of the agreement is the planned development and production of advanced drone systems, both armed and unarmed.

Simsoft will develop an air defense system simulator for an east country. Short range air defense system and radar training will be carried out with this simulator. Delivery is expected to take place in the first quarter of 2021.
