MTCR is non binding yet everybody takes it serious because they know where it would reach to once it is ignored.

Scalp is not even intended for attacking moving sea targets..

Correct! Scalp as produced, is not capable of hitting moving targets like ships in the sea.
But France’s Scalp inventory is going through a mid life upgrade. It includes a two-way data link for in-flight retargeting and a different seeker. (With Dual Mode Active IR and Imaging IR Seeker).
This will give them the capability to target moving sea targets.

As you rightly mentioned Naval Scalp may hit stationary sea targets,. But it is a naval cruise missile. also it has it’s own problems.

Egypt is now making moves in line with its own interests. Secularism is very important for countries. It doesn't matter if a country is the same as your religion. If Egypt's cooperation with Israel is beneficial for Egypt, egypt should definitely work wit israel
