Just one look at the map above and you wont need to think twice as to why he has pointed to foreign intervention like Turkey or Pakistan. The blue and grey areas display why he made such a statement. There is great pressure on him both politically as well as domestic to answer in kind however he knows that armenia is struggling in the battlefield and 'answering in kind' is not that easy so what would you do as Prime Minister in this situation? you would deflect the blame and declare that it isnt just azerbaijan but mutliple countries like Turkey and Pakistan with men on the ground and then say that armenia can handle Azerbaijan but not all three at the same time and look how the evil union wants to wipe us out so please dont fall into their trap and stay united.
This is textbook that and he is covered in this and i know because i have seen it in my country where after every attack we have the blame being placed on a union of intelligence agencies that would put NATO to shame. It is so much easier to do that then to try to rectify the situation by taking concrete sometimes unpopular steps to mitigate the situation. This and the modern concept of 'Defend each and every inch of your land' has placed great burden on states and thus the deflection. So right now everybody from Cypriot, to Kashmir will be there fighting for the Azeris making it look like that simply stopping the onslaught itself was a monumental task otherwise they would have been marching on armenia by now.

The funny thing is that it is the exact opposite here. We have azerbaijan fighting Armenia and Arstakh aka nagorono karabakh together and no matter how you downplay nagorno karabakh but fighting on mountainous areas against a foe that knows those mountains is a nightmare and can end in a negative for an invading force. Frankly it is azerbaijan who should say that.

As for whether pakistanis are involved or not. There may be a select few who may have joined the fighting with some syrian groups however the involvement of these groups is also questionable since these groups are still fighting in syria and it is absolutely impossible for them to send squads to a foreign conflict when the conflict at home is not resolved and the Assad is gaining ground. It will be like the Taliban sending forces to fight in Kashmir when the conflict in Afghanistan is very much alive. It is simply impossible and Pakistan is not home to such large groups of mercenaries that are ready and trained to fighting as in many cases before Pakistan had to train them for the places they were sending i.e Taliban or the Kashmiri mujahideen. So this guy is speaking nonsense and is making excuses so that he can explain his failures. This would also be why he took a blog source as such

The better way is the Israeli way of sending equipment, supplies and expertise and that is truly what wins modern warfare. The Sikh Empire did not become a fierce power in the region due to the french sending troops but due to the french sending equipment and expertise. Anyhow he is desperate to provide cover for his failures. You see a surprise attack can be explained away that the army was not prepared but this conflict has been hot for sometime with some serious clashes happening in june and july so ideally both arstakh and armenia should have been well prepared for any offensive considering the strength of geography was with them as well. The fact that they were caught completely unprepared is absolutely a failure of strategic command and tells more about Armenia and Arstakh than anything else. It would be akin to India invading Azad Kashmir right now. Unawares is no excuse and armenia has little else to do but to blame it on foreign elements

Armenians also rely on Russia to save them or fight for them this allowed them to get lazy. It does not matter if our army is crap at least Russia has our back. This mentality is what is leading to their disarray.
