TEMPO.CO, Jakarta - Chan Han Choi, seorang warga negara Australia dijatuhi hukuman lebih dari tiga tahun penjara setelah berusaha membantu menjual suku cadang rudal Korea Utara dan barang-barang lainnya. Penjualan suku cadang ini bertentangan dengan sanksi Perserikatan Bangsa-bangsa.

Dilansir dari Reuters, pria berusia 62 tahun dari Sydney ini didakwa pada 2017 dengan berbagai pelanggaran, termasuk berusaha menjadi penengah dalam kesepakatan dagang antara Korea Utara dan Indonesia.
Setelah awalnya menyangkal tuduhan tersebut, Han Choi mengaku bersalah pada Februari lalu karena melanggar sanksi PBB. Dia mengaku menjadi perantara penjualan senjata dan suku cadangnya dari Pyongyang dengan imbalan produk minyak bumi dari Indonesia. Dia juga mencoba mengekspor batu bara dari Korea Utara ke Indonesia.
Choi, seorang insinyur sipil yang lahir di Korea Selatan. Ia pindah ke Australia pada 1980-an. Pekan lalu hakim mengganjarnya dengan hukuman tiga tahun enam bulan penjara. Keputusan itu mengakhiri penyelidikan kompleks menurut Polisi Federal Australia (AFP).

"Tindakan orang ini bertentangan dengan sanksi PBB. Ini artinya banyak upaya dan organisasi terlibat untuk memfasilitasi tindakan ilegal ini," kata Inspektur Penjabat Detektif AFP Kris Wilson dalam sebuah pernyataan.
"Penjualan barang-barang ini bisa membahayakan nyawa yang tak terhitung jumlahnya, dan semua anggota AFP yang terlibat dalam penyelidikan bangga dengan upaya mereka."
Hakim Mahkamah Agung negara bagian New South Wales Christine Adamson mengatakan pelaku yang melanggar saksi telah melemahkan tekanan internasional. Namun dalam kasus Choi, transaksi antara kedua negara tidak dilanjutkan.

Dalam dokumen pengadilan, dia mengatakan Choi ingin membantu rakyat Korea Utara. Sanksi internasional disebut tidak adil dan Choi juga bekerja untuk mendapatkan uang.
Setelah pembacaan hukuman, Choi langsung dibebaskan dari penjara. Sebabnya dia sudah menjalani masa tahanan sejak tiga tahun, atau saat ia ditangkap.

(Reuters) - An Australian man was sentenced to more than three years in prison after attempting to help sell North Korean missile parts and other goods in contravention of United Nations sanctions, authorities said on Tuesday.
Chan Han Choi, 62, from Sydney, was charged in 2017 with offences including seeking to broker deals between North Korea and Indonesia.
After initially denying the charges, he pleaded guilty in February to breaching sanctions by brokering the sale of arms and related materiel from Pyongyang in exchange for petroleum products and attempting to export coal from North Korea to Indonesia.

Make sense, at least for the propulsion side. Too bad it's failed. We can always easily rebrand it as Karya Anak Bangsa, while at the same time circumventing MTCR (Missile Technology Control Regime)

The problem is NK is under UN sanctions if not then there is no problem even MTCR is also okay it is non-binding anyway and both ID and NK are not members.

This is just best guess on my part, but I believe it's involve materials exchange (missile components)

People can be sent but not with heavy material and including petroleum for the North Korean

Why would a well-established country and their firms would be looking for missile parts from N.Korea for a slightly possibility of being kicked out by major Western and Asian weapon suppliers?

insurgent groups do not have access to serious amount of petroleum or coal, at least not in the amount needed for this kind of transaction.
