Team Interplanetar, BUET's Mars Rover Team, has bagged the Innovation Award for devising the most innovative gas compression system at the International Planetary Aerial System Challenge (IPAS) 2021. The IPAS Challenge, organised by Mars Society South Asia, is a competition for university students, which asks them to design a fully equipped Mars Aerial System (Vehicle). The team has achieved the first position in Bangladesh and ranks eighth globally.

Themed "Propelling Exploration", the virtual event consisted of 26 teams competing against each other. Team Interplanetar consisted of Khondker Shihabul Hoque, Nazib Chowdhury, Rafi Bin Dastagir, Nafiz Imtiaz, Mishfaqur Rahman, R.K.B.M. Rizmi, Syed Tawsif Islam, Yaminul Hoque, Ajoy Kumar Sarker, Apurba Sarker, Emon Roy Bappy, Farsia Kawsar Chowdhury, Intesar Jawad Jaigirdar, Kushol Roy Pritom, Md. Amin Haque, Md. Rasul Khan Hamim, S.M. Sakeef Sani, Shorup Chanda and M. Abrar Muhit.

Their drone, Nirveek 1.0, intends to aid cosmic research by collecting various information in the hostile environment of Mars. The team took two weeks to conceptualise the design, followed by structural and mechanical simulation for verifications. "We were asked to prepare a report stating the simulation result and the technological aspects of our device," added Khondker, the team leader. Nirveek 1.0 is designed to survive the Martian environment as they modified the sensors accordingly.

"We faced communication issues due to virtual team meetings and had a difficult time coordinating tasks," Khondker shared. The team is elated to win the Innovation Award. While discussing the obstacles faced by rover teams, he asserted that lack of funds is one major reason why young people do not participate in international events. "The components required to build a rover are quite expensive and incentives providing financial support would empower more Bangladeshi teams to participate in these events," he explained.

Team Interplanetar was formed in 2015, and has participated in numerous international space robotics competitions, including the European Rover Challenge (ERC) and the University Rover Challenge (URC). Additionally, the team regularly organises various workshops and learning sessions for students interested in rover designing. They are currently preparing to participate in the upcoming ERC 2021.

A well-known peer reviewed journal recently recognized a team of Bangladeshi scientists for discovering new antibiotics from rare species of bacteria found on jute seeds.

The team comprises several professors of Dhaka University (DU), some students, and a member of the Bangladesh Council of Scientific and Industrial Research (BCSIR). They are Dr M Aftab Uddin, Shammi Akter, Mahbuba Ferdous, Badrul Haidar, Al Amin, AHM Shofiul Islam Molla, Dr Haseena Khan and Dr Mohammad Riazul Islam.

At least five antibiotics can be produced from the bacteria, providing a means to combat various kinds of bacterial infections, according to genome sequencing by the research team.

The study ran for three years at the molecular biology laboratory of DU.

On May 27, the findings were published in Scientific Reports, an online peer-reviewed journal by Nature Research, titled “A plant endophyte staphylococcus hominis strain MBL_AB63 produces a novel lantibiotic, homicorcin and a position one variant”.

Dr Mohammad Riazul Islam, professor at the DU biochemistry and molecular biology department, told Dhaka Tribune: “These antibiotics have the potential to fight various drug resistant bacterial diseases.”

Dr Haseena Khan, senior member of the team and also a professor of the DU biochemistry and molecular biology department, said: “The aim was not fixed [when we began genome sequencing]. Many microorganisms live on plants such as jute and we were not sure what we would find.

“After genome sequencing of this bacteria, we found that it has a gene that produces antibiotics which were not previously reported. It was a difficult task to separate the pure antibiotics from many other things produced by the bacteria, and our team member Prof Aftab Uddin did that part smoothly.”

She also said: “We found that the bacteria produced five different antibiotics, which can be used to fight various diseases. We have, so far, researched only two of the types of antibiotics [homicorcin and homicorcin 1] and will study the other three types in the future.”

According to experts, the widespread use of antibiotics is leading many infections to develop resistances, and the discovery of new antibiotics is crucial to ensure that they can continue to be treated.

USA-based multinational news channel Cable News Network – better known as CNN – will carry out a branding campaign for Bangladesh in the international arena, highlighting the country's achievements and compliance in its flourishing export-oriented sectors.

The campaign will begin in September or October this year and continue for almost a year, focusing on seven sectors – RMG, agriculture and jute, leather and leather goods, light engineering and two-wheelers, electronics and digital devices, ICT, e-commerce and digital service, and medical equipment and pharmaceuticals.

This initiative will boost Bangladesh's image in the international community, which in turn will increase the demand for Bangladeshi goods among foreign consumers and brands, officials at the commerce ministry said. The government is also optimistic that the campaign will help foreign investments go up.

The Bangladesh Foreign Trade Institute (BFTI) – under the commerce ministry – signed a memorandum of understanding with CNN International Commercial (CNNIC) in a virtual programme on Wednesday for showcasing the "Made in Bangladesh" brand globally.

The initiative will be run under public-private cooperation, and the private sector will bear the cost.

Branding company Spellbound signed the deal on behalf of CNNIC.

When asked about the costs associated with this campaign, neither BFTI's acting CEO Obaidul Azam nor Spellbound's Managing Director and CEO Mohammad Sadequl Arefeen could provide any definitive answer.

However, a few months ago at an event organised by the International Chamber of Commerce, the prime minister's Private Sector Industry and Investment Adviser Salman F Rahman mentioned that the campaign could cost Bangladesh around $450 million.

Bangladesh is now the global leader in establishing green industries in the RMG sector besides witnessing the rise of many international standard companies in pharmaceutical and other export-oriented sectors. But the international media do not showcase them much. Instead, they focus on the negative aspects of Bangladesh's private sector, insiders said.

So, the government has taken this initiative to counter such issues, they added. Bangladesh had previously organised roadshows in different countries across the globe, but this type of branding campaign is a first for this country.

A number of commerce ministry officials told The Business Standard that the government has formed an 11-member steering committee headed by Commerce Minister Tipu Munshi to implement the "Made in Bangladesh" branding campaign through CNN.

Besides, a finance sub-committee has been formed with the BFTI CEO as its head.

Under the campaign, CNN will develop and execute TVC, Blueprint Bespoke Editorial, Promo, Vignettes and a "Made in Bangladesh" theme week. CNN will also promote seven potential export sectors as well as 10 leading export-oriented organisations within the selected sectors.

Bangladesh Garment Manufacturers and Exporters Association's (BGMEA) Director Mohiuddin Rubel said, "We believe in positive branding and we laud the branding initiative taken by the government.

"We have been making a serious effort to boost our brand value and many of our success stories get no attention from the international media. This campaign will help us showcase our achievements."

On the matter, Bangladesh Leather, Leather goods & Footwear Manufacturers and Exporters Association Bangladesh's (LFMEAB) President Md Saiful Islam said, "The tannery industry of Bangladesh shifted from Hazaribagh to Savar maintaining compliance and this achievement should be showcased positively by the international media.

"After we build a central effluent treatment plant and get the Leather Working Group certificate, there will be an opportunity to boost exports in this sector. A positive branding in the international arena will help Bangladesh achieve a greater price negotiation capacity."

Spellbound's Managing Director and CEO Mohammad Sadequl Arefeen said, "The CNN website will have a content hub from Bangladesh, which will promote the country's pioneering sectors. CNN will feature Bangladesh's success stories through the content hub and other media.

When asked about the campaign's costs, Arefeen said, "The costs will depend on how long the sectors will run this campaign and on the type of campaign itself."

BFTI acting CEO Obaidul Azam said, "The CNN creates quality content. By featuring this content across the world, Bangladesh will be able to pinpoint export strategies for various industries, expand trade opportunities and secure a supportive role for the country in the long run."

Azam continued, "The private sector will run this campaign as per their requirement and we will link them to the initiative. Private associations, organisations, chambers and companies will be able to connect to this campaign and get the opportunity to showcase their brands across the world. They will have to bear the cost of this campaign themselves.

CNNIC Director (Sales) Abhijeet Dhar and other representatives of the company attended the MoU signing ceremony through the Zoom platform. Representatives from Spellbound and officials from BFTI were also present.

The allocation for defence sector in the budget for the 2021-22 financial year has been increased by Tk28.49 billion from the outgoing fiscal year.

Tk376.91 billion has been proposed for the Defence Ministry and other services under the ministry in the national budget for the FY2021-22.

An amount of Tk348.42 billion was proposed for the Defence Ministry in the national budget for outgoing fiscal year.

Finance Minister AHM Mustafa Kamal made the announcement during the budget speech in parliament on Thursday.

He placed the proposed total budget of Tk603,681 crore for FY2021-22. It was Tk568,000 for the outgoing fiscal.

Besides, Tk44 crore has been set aside as operating costs of the Armed Forces Division, which was Tk41 crore in the FY2020-21.

The price disclosure of China's Sinopharm vaccine by a Bangladeshi official has created a new confusion in the country a week before the final deal for the 1.5 crore doses that was supposed to be done with Beijing, reports DW.

According to the report, the Bangladeshi official revealed to the media that the vaccine was being imported from China for $10 per dose.

In the interest of trade, China had said earlier that prices should not be disclosed under any circumstances as they are supplying vaccines in different countries of the world at different prices.

Due to good relations with Bangladesh, China's Sinopharm agreed to provide vaccines for $10 per dose.

Sri Lanka was the first country that raised its voice after the news broke in the Bangladeshi media as it has to provide $15 per dose for the same vaccine.

China has already issued a diplomatic letter to Bangladesh asking why the price was disclosed as Bangladesh was informed earlier that they would suffer commercial losses if prices are revealed. It says that its fears have come true as many countries have objected to them about the vaccine prices.

Beijing has already said that Bangladesh will have to pay $15 per dose to buy the vaccine now.

According to the DW report, Bangladesh is trying to deal with this embarrassing situation diplomatically but the latest news is that there has not been any agreement yet.

No country other than China has been able to provide 1.5 crore doses of vaccine to Bangladesh now.

The Serum Institute of India sent a letter last month expressing its inability to Dhaka. According to the agreement, the Indian company was supposed to provide 3 crore doses of vaccine but it halted the delivery after giving only 70 lakh doses.

On 27 May, the cabinet committee agreed to the proposal to purchase the Sinopharm vaccine from China.

Shortly afterwards, Additional Secretary to the Cabinet Dr Shahida Akhtar revealed the price of the vaccine at a news briefing.

An official investigation is underway into why she told the media at her own risk without maintaining confidentiality.

Shahida Akhtar has already been removed from the post and made OSD.

Fifty-nine unions under the country’s three hill districts—Bandarban, Rangamati and Khagrachhari—will get permanent broadband internet connectivity soon as the Cabinet Committee on Economic Affairs approved a proposal in principle in this regard on Wednesday.

As per the proposal, Bangladesh Computer Council will implement the project through Bangladesh Army awarding it a contract through direct procurement method (DPM).

“The BCC will award the contract to the Bangladesh Army to implement the project,” said Shamsul Arefin, additional secretary to the Cabinet Division, while briefing reporters on the decisions of the Cabinet body.

The project was awarded to the Bangladesh Army considering the security risk and other relevant impediments in installing the optical fiber in remote areas of the hill tracks, he added.

The scheme will be implemented under the project titled, ‘Broadband Connectivity Setup at the telecommunication-deprived areas’ of the BCC under the Information and Communication Technology Division.

However, the figure of the contract was not disclosed at this stage of approval. But it might be revealed when the project will gain be placed for the final approval of the Cabinet Committee of Public Purchase.

Meanwhile, the Cabinet Committee on Public Purchase approved 11 proposals of different departments under different ministries involving Tk 2,579.30 crore of which Tk 890.62 crore will be spent from the national exchequer while the remaining funds will come as loans by different financing agencies.

The committee approved a proposal of the Public Security Division of Home Ministry to procure a “Vehicle Mounted Mobile Interceptor and related services” at a cost of Tk 56.56 crore from Toru Group Limited, Switzerland, whose local agent is Smart SCM Solution, Dhaka.

The supplier was selected through a limited tender method (LTM) from two bidders vying for the works, according to the proposal.

Two tender proposals of the Dhaka Water Supply and Sewerage Authority (Wasa) under Local Government Division also got approval of the Cabinet body.

Dhaka Wasa selected China Geo-Engineering Corporation, China for its project “Environmentally Sustainable Water Supply (DESWS)” under package -1 to install 25 km refined water transmission lines from Rampura to Kachukhet via Vatara, Airport Road, Uttara, Gulshan and Banani involving Tk 589.31 crore.

Dhaka Wasa’s proposal to extend the time and cost of the consultant for the same project also received the approval of the committee.

As per the approval, the Joint Venture of (1) Kunhwa-DDC-FCEA and (2) Vernacular Consultant Ltd. Bangladesh’s work tenure was extended up to 75 months from the existing 36 months with an increased cost of 2.71 crore against the original cost of Tk 19.85 crore.

A project of Bangladesh Water Development Board (BWDB) to construct a coordinated water control structure on the Punorbhara River in Dinajpur got approval raising its cost by Tk 12 crore against the original cost of Tk 43.74 crore.

A total of six proposals of the Roads and Highways Department under Road Transport and Highways Division also got nod of the Cabinet body.

Of these, China Railway Construction Bridge Engineering Bureau Group Co Ltd won a Tk 743.28-crore contract for interchange construction and maintenance under the improvement of Alega-Hatikamrul- Rongpur into a 4-lanes project.

Abdul Momen Limited won a Tk 601.10 crore contract for civil and maintenance works of the same project.

A proposal seeking a cost rise of Tk 47.88 crore for package PW-1 of the project to upgrade Cumilla (Tomson Bridge) to Noakhali (Begumganj) local road into a 4-lane highway received approval of the committee. Its original cost was Tk 193.84 crore.

The package PW-3 of the same project received a Tk 39.21 crore cost extension approval while its original cost was Tk 194.98 crore.

The package DW-05 of the Improvement of Important Local Highways (Sylhet Zone) received approval for extending the cost by Tk 16.81 crore against its original cost of Tk 186.98 crore.

The Roads and Highways Department’s awarding of a Tk 301.35 crore contract to National Development Engineers Ltd., to implement package – PW-01 of the Project for installing excel-load contract central at the transportation source points at important locations of the highways received the Cabinet body approval.

The Ministry of Labour and Employment’s proposal to appoint 112 non-government organizations (NGOs) for providing 6-month long sub-formal education and 4-month skill development training to 100,000 children at a cost of Tk 160 crore received the approval of the Cabinet Committee on Public Purchase.

Government clears 1,400C project for 30 modern silos​

The Executive Committee of the National Economic Council (Ecnec) on Tuesday approved a Tk1,400 crore project to construct 30 modern silos, aiming to increase the overall paddy storage capacity by 150,000 metric tons in the country.

The approval came from an Ecnec meeting held virtually with its Chairperson and Prime Minister Sheikh Hasina in the chair.

Hasina joined the meeting from Ganabhaban, while ministers and officials concerned attended it from the NEC conference room.

The meeting approved a total of 10 projects involving the overall estimated cost of Tk6,651.34 crore, said Planning Minister MA Mannan while briefing reporters after the meeting.

“Of the cost, Tk5,219.81 crore will come from the state coffer while Tk794.03 crore from the own funds of the organizations concerned and Tk637.50 crore from foreign sources,” he said.

About the silo project, he said 30 steel silos would be constructed initially and later its number will be increased.

Paddy drying and preservation and other relevant facilities will be there in each 5,000-metric-ton modern silo, according to the factsheet provided by the Planning Commission.

The main objectives of the project are to raise the storage capacity by 150,000 metric tons under the government management, provide farmers with fair prices through direct procurement of their rice, incorporate modern technology in the government’s food management, maintain the nutritious standard of grains for two to three years without using pesticide.

The Directorate General of Food under the Food Ministry will implement the project in 30 upazilas under 24 districts at an estimated cost of Tk1,400.22 crore by June 2023.

The selected upazilas or municipalities where these silos will be constructed are – Katiadi, Mirzapur, Tangail Sadar, Faridpur Sadar, Haluaghat, Melandah, Sreebardi, Brahmanbaria Sadar, Noakhali Sadar, Cumilla Sadar, Dinajpur Sadar, Birol, Thakurgaon Sadar, Boda, Hatibandha, Shibpur, Raninagar, Ishwardi, Nandigram, Sherpur, Khetlal, Kanaighat, Shayestaganj, Sunamganj Sadar, Narail Sadar, Kumarkhali, Charfashion, Patuakhali Sadar and Kalapara.

Mannan said the prime minister directed the authorities concerned to construct such modern silos in the country’s southern region, especially in Bhola, Patuakhali, and Barguna as the production of food grains is high there.

The premier emphasized the practice of tissue culture in the country on potato seeds, vegetables, and other crops to improve the quality of production and thus attain self-sufficiency in food.

During the approval of the first revision of BPATC’s Enhancing Training Capacity with an additional cost of Tk348.61 crore, the prime minister stressed the need for extending the length of foundation (training) courses to 10 months instead of two to three months.

In reply to a question, the planning minister said the government is likely to conduct a perception survey again to determine the impacts of Covid-19.

Talking about the approval of construction of river port at Chilmari (Ramna, Jorgach, Rajibpur, Roumari, and Noyahut) with Tk235.59 crore, Mannan said the project in Chilmari would ultimately boost trade and commerce with the neighboring countries.

The other approved projects are the construction of Nolua-Baherchar 1.3km bridge over the Pandab-Paira River on Lakshmipasha-Dumki Road in Barisal with the estimated cost of Tk1,023.50 crore; Upgrading of Modhupur-Mymensingh national highway with Tk1,107.17 crore; Modernization and expansion of Bangladesh College of Physicians and Surgeons with around Tk215.43 crore; and protection of right embankment of the River Jamuna near Brahmangram-Hatpachil and adjacent areas under Shahzadpur upazila in Sirajganj and strengthening of Betil Spur-1 and Enayetpur Spur-2 with Tk647.49 crore.

The remaining projects are the rehabilitation of Tangon barrage, Buri embankment, and Bhulli embankment irrigation project under Thakurgaon district, riverbank protection, and integrated water control infrastructure construction with around Tk296.36 crore; Agriculture seed development and expansion through biotechnology with Tk72.35 crore; And construction of Bakhrabad-Meghnaghat-Haripur gas transmission pipeline with Tk1,304.62 crore.

Dhaka consumes 46% of electricity Bangladesh generates: Nasrul Hamid​

Dhaka city alone consumes 46 percent of the electricity Bangladesh produces, State Minister for Power, Energy and Mineral Resources Nasrul Hamid said today, adding this is a difficult situation.

"We have to generate power in northern and southern regions of the country and bring it to Dhaka spending huge amount of money," he told a webinar titled "Sustainable Development of Energy-Power Sector & Budget for FY 2021-22" today.

The virtual seminar, organised by Energy and Power magazine, was also addressed by economist Dr Ahsan H Mansur, eminent energy expert Dr M Tamim, Summit Group Chairman Mohammad Aziz Khan, former NBR Chairman Dr Mohammad Abdul Mazid and others.

Noting that no major infrastructure is being developed in other areas of the country, Nasrul Hamid said the industrial sector failed to consume as much electricity as expected.

Dismissing a claim made by economists that there is a big surplus in power production, he said now the country's highest consumption is 15,000 MW of electricity while the actual demand is 17,000 MW and the generation is 24,000 MW-plus. "Some 7,000 MW is not a big surplus in power generation."

Hamid said the technology in power generation is changing fast and the country may not require, in the future, to install any new power plant.

"So, we should go for short-term planning of 2-5 years," he said, adding that a big change is coming in power sector planning as the Power Division has already made a review in consultation with the Prime Minister.

He said many coal-fired plants which were not implemented will be left out. "This review will be reflected in the next Power System Master Plan."

The state minister said the import of LNG has been most viable so far in primary energy while it is being mixed with locally-produced gas as imported coal is not suitable for the country although the government has to give Tk 4,000 crore annually to import LNG.

He mentioned that the newly developed Pyara power plant is facing a big difficulty in importing coal for its operation while more than 10 percent is not feasible to extract from the local coal mines.

Bangladesh Petroleum Exploration and Production Company (Bapex) is optimistic to discover a new gas field at Zakiganj in Sylhet as it sees signs of success in exploration. This is going to be the 28th gas field in Bangladesh.

Bapex was successful in Drill Stem Test (DST) at 10:15 am on Tuesday (June 15).

The pressure inside the well is 6,000 PSI (per square inch), and the floating pressure is more than 13,000. First level test is running in the field. Bapex is optimistic over getting gas in of 4 levels in the well. Beanibazar is 32 km away from this new field while Golapganj is 46 km away.

Bapex managing director Mohammad Ali told the media that he did not want to comment on the matter right now. We hope for something better. There may be a pocket as well, so we have kept it under observation. We can tell after a couple of hours of observation. It will not be right to tell something right now.

So far 27 gas fields have been discovered in Bangladesh. The proven reserves in these gas fields are 21.4 TCF and the potential reserves are 6 TCF. Of this, about 18 TCF has been lifted. As such, there are only 3 TCFs left, and the potential reserves are about 7 TSF.

10 tugboats are being procured for transporting dredgers and non-propelled vessels to different parts of the country. Each tugboat at Boulevard Pool weighs 12 tons. The Bangladesh Inland Water Transport Authority (BIWTA) under the Bangladesh Ministry of Shipping is collecting these. It will cost 16 crores 96 lakh rupees. Apart from these, the process of collecting seven more tugboats is underway. It will cost around Tk 96 crore to collect them. State Minister for Shipping Khalid Mahmud Chowdhury MP on Saturday (June 12th) inaugurated the construction of 10 bollard pool tugboats (kill laying) at the Bangladesh Navy Dockyard and Engineering Works Limited in Sonakanda, Narayanganj.

The state minister said Father of the Nation Bangabandhu Sheikh Mujibur Rahman felt the need to protect rivers in 1972. Bangabandhu collected seven dredgers for digging waterways. No government has collected dredgers since 2006. Under the leadership of Prime Minister Sheikh Hasina, 34 dredgers have been procured in the last 10 years and another 35 dredgers are being procured. The government has adopted a master plan to excavate 10,000 km of waterways. Eviction activities on illegal riverbanks are continuing.

Among others, Secretary of the Ministry of Shipping Mohammad Mesbah Uddin Chowdhury, Assistant Chief of Naval (Materials) Rear Admiral M Shafiul Azam, Chairman of BIWTA Commodore Golam Sadeq, Dockyard and EngineeringWorks Ltd. Managing Director Commodore SM Moniruzzaman, Project Director BIWTA Chief Engineer Dredging) MA Matin was present.

Tugboats of 10 bollard pools are being procured under the project titled “Procurement of 35 dredgers and ancillary vessels and construction of necessary infrastructure” under implementation by BIWTA. Dockyard and Engineering Works Limited, a Bangladesh Navy company, will complete the construction of the tugboats by May 2023.

BIWTA undertook the project of procuring 161 vessels including 35 dredgers to increase the number of dredger fleets and increase the dredging capacity to 325.60 lakh cubic meters. The 35 notable dredgers of the project are – two 28 inches, eight 24 inches, eight 20 inches, nine 18 inches, two 12 inch cutter suction dredgers, two trailing suction hopper dredgers, two water injection / jetting dredgers, Two self-propelled pontoons mounted grab dredger. The cost for procurement of 161 vessels including 35 dredgers will be Rs. 4469.03 (four thousand four hundred and ninety-nine crore three lakh rupees.

Khalid Mahmud Chowdhury said, “I have been able to build the Padma Bridge with my own funds under the able leadership of the Prime Minister.” Prime Minister Sheikh Hasina is leading in building the golden Bengal of Bangabandhu’s dream. The Prime Minister is able to realize the spirit of the liberation war and the ideals of Bangabandhu so that he can realize the dreams and thoughts of Bangabandhu. Today, the country is moving forward on the path of development and progress under the leadership of Hon’ble Prime Minister Deshratna Sheikh Hasina.
