Wouldn't it be better to promote them to an official position then ? Thus keeping them accountable in accord with the laws.

I don't know about that, they may prefer to be referred as the tribal leader instead of muhtar maybe more superior? But yeah ,that is improper.

that would also include turks who are rich or have a father in high position.. many unlawful things happens in these areas..
