He was a controversial guy. Like many people who get famous they often don't live up to the truth mirror. To begin with we can't doubt his contribution however he was better a self publicist then a scientist. A nuke project takes 1,000s of scientists and technicians all working together. Men like Dr Munir Akram probably played a bigger role in the making of the Pak nuke bomb, in fact arguably Dr Abdus Salam played a even bigger role by by panting a scientific nursery bed which cropped a whole generation of nuke scientists who would join the project in 1970s when the Pakistan govrenment under Bhutto asked all Pakistani scientific talent abroad to come home and pitch in.

And American nuclear know was 'proliferated' to friendly countries in Western Europe and Israel. This also applies to India as well which used Canadian atoms for peace programmed to develop nukes.
