Some countries that openly support American Think Tank organizations and paying their bills. Informal and indirect payments, also bribes made on behalf of individuals are not included in these lists. In the US, the business of lobbying on behalf of third party institutions and countries is now becoming an increasingly viable industry and expanding into informal domains. Even those who have finished their bureaucratic or military careers continue to grow this business over with think-tank organizations.

Unfortunately that is how it is. The same goes for UNSC members apart from the 5+1 permanent members the others are rotational based, and curry favors from others, bribes, business deals and what not.

So yes, definitely need to change how it works.

TT are like previous diplomats from Libya such places that knows ppl, or has established knowledge, and are then paid to lobby on behalf of the said countries or some ppl.
