Everybody has optics on their guns. As hexciter pointed out this is a fan-made image. Turkiye has nearly no infantry brigades. Most of them are replaced with professional commando brigades.

Deliveries of holographic sights, 4x magnification sights and thermal/NV sights and IR illuminators are ongoing. Almost every soldier in the Commando brigades is equipped with such and the deliveries are made to the remaining. The picture is far from the reality in professional units.

Although it can be attached to bigger drones like Akıncı, I don't think they can aim or target with this thing, it would be waste of slots.. This is rather for Hürküş C type aircrafts or Helicopters.
