If it was up to me then we should go hi-lo mix. high quality air launched LRASM or NSM with dual radar+ EO seeker and quantities of cheaper but older tech AM-39 Exocet, Penguin...

If our missile can't penetrate their shipboard missile defense system our best bet is to keep launching until they exhausted their VLS. So we need numbers.

Use naval loitering munition. It should be cheaper.

S-300 is quite vulnerable against loitering munition. We should test Chinese HQ-9 (naval version of S-300) with this.
