Yet Korean Navy could use them effectively.

Before you pull some "deficiencies of Korean submarines in service with Korean Navy"; I do know them pretty well and i recommend you to read thoroughly of which parts were malfunctioning, belonging to whom and produced by whom.
we all know dsme209 full of nato standard equipment. kongsberg etc. no doubt it, question is dsme = u209 origin?

the fact is 3 subs are going no where right now...

Do you know what Nato standards are dictating? Nato standards do not necessarily refer to high quality equipment. You may fine some sub-par quality equipment satisfying these regulations.

What i mean, Korean Navy is operating DSME made submarines and rather without much issue, what is the point here ? Blaming DSME is the easiest way out here.

but its also their responsibilities to choose the products carefully, or make sure others cannot ruin it as a project manager or seller. it means it could happen with any of their export. Their jets also got foreign products

I don't think they have liability over equipment specifically picked by the customer. It has passed the trials (either way) thus out of their responsibility beyond the warranty term (usually a year for the parts and integrations under responsibility of the contractor).

The warranty deals for other equipments are a matter between operator and producer if beyond the warranty term.

Like Turkish Type 214 project, HDW has no liability for Turkish made subsystems specifically requested by Turkish MoD. However they are bound to carry out FAT / HAT for these equipments to ensure the compatibility. Once it passes (also with presence of Turkish observers) it is responsibility of whom has demanded and produced.

If a system installed by Aselsan fails at SAT, MoD will call Aselsan, not HDW.

It depends on how contract is signed and it is liability of customer to sign a proper contract.

BrahMos Aerospace CEO Atul D. Rane said that it was in advanced discussions with Jakarta on a deal worth $200 million to $350 million under which it had offered to supply shore-based missiles and a version that can be mounted on warships.

"I have a team right now in Jakarta," Rane told Reuters in an interview, adding that a deal could be in place within the year. "The defence forces of Indonesia are extremely interested.
they are still negotiating for Merah Putih Frigate AShM?

Unlike warships its not easy to keep track of submarine deployment.
Would be funny if the subs actually operating and patrolling the sea without issue and all information about them cannot patrol the sea are just a diversion to fool the enemy and letting down their guard lol

are there any contender other than brahmos ? Kongsberg ? SAAB ? Roketsan or MBDA ?

not only i thought brahmos would be very hard to move around for shoot and scoot purpose unless they were meant to be completely stationary (they used 12x12 truck platform for such missile), im in favor to western approach of smaller, subsonic and stealthier sea skimming cruise/AShM missile that can be carried with much more smaller and mobile 8x8 , 6x6 or even 4x4 truck platform such as NSM, Gungnir, KARA ATMACA, or Land Based Exocet block 3c.

also contemplating that some of it's component are still sourced from russia.

Hopefully they will go either with atmaca or NSM. Brahmos is quite expensive in my opinion.
