Nah, the military always use that gesture to pose for pic started few years ago, usually raising right arm like that but with fist, but for this one maybe they want to look different.
Its been a while in military but become overly used for pose in pic started few years ago.


SOE such as Pindad and PAL usually also do that in their pic.

afaik, this hand gesture mostly used by Indonesian police, as their slogan or symbol for precision (presisi)... since the hand gesture is widely spread on sns, it's then adopted elsewhere for a group pose...
