Ridiculous reason, tho I can smell the original good intention to support and "streamline" the procurement process. When you putting ToT without involving industrialist, manufacture, bppt, lapan and instead putting more uniforms to lead it then we all know how its going to perform. Perhaps some previous ToT we got can not be performed by us due insufficient level of knowledge? Is the ToT aiming in line with our aim such as UAV, submarine design and manufacturing, etc? Or is it something we dont even need?

What make it ineffective? I quote "...we will not be deceived again by these brokers when buying defense equipment..." and the oknum who sleep with the broker. There wont be any broker if there isnt any oknum and vice versa.

Michael Jackson once said "if you want to make the world a better place take a look at yourself then make a change". ;)

though some hint of the design can be seen in their testing model here while they were tested in BPPT Hydrodynamic testing facility .

Belgian offshore services company DEME Group has added two newbuild split hopper barges to its fleet. The self-propelled vessels, which have been named Bengel and Deugniet, are designed to work in conjunction with DEME’s larger cutter suction dredgers such as the recently delivered Spartacus. The barges were built primarily for the transport of dredged material to offshore spoil sites.
Designed by Royal IHC based in the Netherlands and built at the Batam facilities of Indonesian shipbuilder PaxOcean Graha, the barges each have an LOA of 95.2 metres, a beam of 19.9 metres, a moulded draught of only 5.95 metres ideal for shallow-water projects, a moulded depth of 6.3 metres, and a hopper capacity of 3,500 cubic metres. In addition to guaranteeing considerable transport capacities, these attributes make the new barges the largest vessels of their kind in the DEME fleet, although the builder said they are also considerably manoeuvrable even with their impressive dimensions.

TAIWAN NAVIGATION ORDERS FIVE TUGS FROM INDONESIAN BUILDER​

Taiwan Navigation Company has placed an order for five new harbour tugs with PaxOcean’s Graha Trisaka Industri in Indonesia.
The Robert Allan Ltd-designed, 60-tonne bollard pull tugs will be operated on charter with CPC Corporation, which will use the vessels to support activities at a future LNG receiving terminal currently under construction at Kwun Tong Industrial Port.
The tugs will be built at PaxOcean’s yard in Batam. Deliveries are expected to be completed by the fourth quarter of 2022.

Asia-Pacific, Middle East to dominate global offset opportunities over the coming decade, Janes data shows​

The potential value of obligations linked to defence offsets and industrial co-operation requirements across the Asia-Pacific region are forecast by Janes to reach about USD143 billion during 2021–30. The figure is based on newly compiled Janes data that links the total value of known market opportunities with the offset protocols of countries in regional markets.

According to the data, the Asia-Pacific region could attract nearly 30% of the USD487 billion in total global offset obligations over the coming decade. Prominent regional country markets will include India (potential obligations worth USD32.9 billion), South Korea (USD24.1 billion), Indonesia (USD18.1 billion), Taiwan (USD15.6 billion), and Australia (USD13.2 billion).

During 2021–30 Europe leads in terms of the value of potential offset obligations, but most requirements in this region are likely to be fulfilled by local industry. (Janes)

In terms of capability segments in the Asia-Pacific region, military aircraft programmes are expected to attract offsets worth nearly USD65 billion, ahead of military ground vehicles (USD14.8 billion), radars (USD12.8 billion), missiles (USD12.8 billion), and military ships (USD11.6 billion).

In India, the potential value of offsets channelled through military aircraft contracts is forecasted by Janes to be nearly USD18 billion, far ahead of segments including military ships, missiles, and radar, all of which are valued at between USD2–USD2.5 billion.

In other regions Janes data suggests that the potential value of offset opportunities in Europe and the Middle East and North Africa (MENA) will continue to be substantial, although it should be noted that many opportunities in Europe – where industrial capability is much higher – are likely be met by local firms. The forecasted value of offset obligations in MENA is USD141 billion, or around 29% of the global share.

In this activity, the Head of the Ministry of Defense's Seaworthiness Committee was accompanied by Marine Colonel (T) Yudiarto as the Head of the Puslaik Seaworthiness Division. Activities run smoothly by always complying with the Covid-19 Health and Prevention Protocol.

The signing and submission of the Modified Military Eligibility Certificate for the Bench Exocet Test is carried out after the entire process of Military Eligibility Certification activities which include Application activities, Document Verification/Document Review, Conformity Inspection and Functional Tests that have been carried out by the IMAA Team Feasibility Inspector.

Looks a bit amateur to be honest, worked too hard to make bridge looks like Visby.
Worrying too much about the radar signature and then leaving SSM canisters exposed, it doesn't quite add-up.
Better they adapt a design with bridge being close to the center of gravity so it can remain operational at higher sea states.
