The US military unleashed a new wave of strikes against Iran on Tuesday and revoked a licence allowing the country to sell oil after three tankers were hit by projectiles in the Strait of Hormuz, putting pressure on an already fragile ceasefire.

After a day in which huge crowds mourned Iran’s assassinated supreme leader Ayatollah Ali Khamenei in the holy city of Qom, US Central Command (Centcom) said it hit over 80 targets in a series of strikes intended to impose what it called “heavy costs”.

A series of explosions were recorded in the port cities of Sirik and Bandar Abbas, and on the islands of Qeshm and Kharg. More than 60 Iranian military boats and air defense systems were also targeted. The attack was in retaliation for Iran's strike on three commercial vessels in the Strait of Hormuz.

Two days of US strikes on Iran have left at least 14 people dead and 78 injured, according to the Iranian Health Ministry. The attacks hit scores of targets, including the railway line between Tehran and Mashhad, hours before the burial of Iran's slain Supreme Leader Ali Khamenei. Transit through the strategic Strait of Hormuz has also been halted.

Unless deconfliction measures kick in, and both sides show restraint, a return to wider hostilities seems very likely. The latest round of violence was sparked by suspected Iranian attacks on vessels in the Strait of Hormuz; the ships were apparently targeted because they were not following routes designated by Tehran.

President Trump’s memorandum of understanding with Iran was supposed to open the Strait of Hormuz and relieve the pressure on the global economy. Instead, it set off a test of wills that has exploded into violence twice in the past two weeks.

The root of the dispute is Paragraph 5, which says Iran will make arrangements to restore shipping through the strategic waterway and then work with Oman to determine how to administer it in the future. But it also includes an Iranian pledge to ensure safe passage and remove military obstacles such as mines.

Trump administration officials saw that clause as unlocking the strait, the main accomplishment of the president’s deal. Iranian hard-liners, however, have used it to push a maximalist interpretation that gives the Islamic Republic exclusive control over the waterway as a key source of leverage.
