Either Iran increases their arms and get updates info on potential targets and wait it out. And US does the same while their increase their munition production.

If Senate doesn't approve extra budget for missiler production US has no choice but to wait.

Their attacks on civilian infrastructure has pretty much turned a lot of the population against them.
