The Bangladesh Police has submitted a proposal to the cabinet committee on economic affairs, seeking permission to purchase two helicopters without any tender from Russia under the government-to-government negotiation.

The law enforcement agency has quoted Tk 428.12 crore for two MI171A2 helicopters, said cabinet division officials.

The cabinet committee on economic affairs headed by finance minister AHM Mustafa Kamal is likely to review the proposal in a meeting today, said the officials.

MI171A2 helicopters are designed and manufactured by JSC Russian Helicopters, which was established under the Russian state-owned corporation Roste in 2007.

A memorandum of understanding between two countries was singed on February 10, 2021 in this regard.

The police said that the inclusion of helicopters in the force would bolster search and rescue operation in remote places and would also be used for carrying emergency goods and important people.

A MEMORANDUM of understanding has been signed between BTCL and Bangladesh police at BTCL head office in the city on Thursday. According to MoU, BTCL will provide optical fiber connectivity for cctv monitoring system in Dhaka-Chottogram High way under a project ‘developing the efficiency of highway police’, a press release said.

BTCL general manager external affairs Md. Anwar Hossain and Additional DIG high-way police Md, Mizanur Rahman signed the MoU on behalf their respective organisations.

BTCL managing director Md. Rafiqul Matin was also present during the signing ceremony.

The Rapid Action Battalion yesterday inaugurated the use of Open Source Intelligence (OSINT) and a "data hub" to profile and identify law-breakers.

The data hub will be maintained by the agency in charge of intercepting electronic communication -- the National Telecommunications Monitoring Centre (NTMC). The Rab will operate the hub together with the NTMC.

Rab officials said the data hub will store all personal details of an individual, including biometric information, in such a way that a simple search using a name or a fingerprint would be enough for identification.

The inauguration was done at the Rab headquarters in the capital as part of its technological upgradation. Home Minister Asaduzzaman Khan opened the event.

NTMC Director Brigadier General Ziaul Ahsan said they have built an integrated solutions framework that would allow them to coordinate information-sharing between all law enforcement and government agencies.

The Rab said this will help the elite force profile and identify law-breakers, and arrest criminals.

Rab Director General Chowdhury Abdullah Al-Mamun said the data hub will compile information about criminals in one place. "Even a Rab official in a remote area will be able to find information on criminals by conducting a simple search."

OSINT refers to the use of tools to mine, scrape, crawl and analyse publicly available information.

In Bangladesh, publicly available information includes several aspects of a citizen's phone and internet communications.

According to the 4G licensing guidelines, all telecommunications agencies providing 4G and LTE services are legally bound to maintain call records and store data session logs along with the IP addresses, for every user, for a period of two years.

The Rab said the use of OSINT will help them identify those spreading rumours and inciting content.

The NTMC director said the country needs an integrated intelligence system to tackle crime and skilled resources are needed to operate it.

The introduction of "data hub" comes at a time when there is no law for the protection of personal data.

Ahsan said, "We might have many concerns about data. Many may think that the government is acquiring all data. The fact is we need to analyse data to ensure that no crime is being committed."

He said data security and privacy must also be kept in mind.

Rab DG Abdullah Al-Mamun said general people do not feel afraid to share data with the government. "Only criminals are afraid of giving data."

The Rab also introduced a digital office management system to streamline its administrative functions. It launched a cloud storage to store evidence in digital format.

Senior Secretary Mostofa Kamal Uddin of the home ministry said cybercrime is on the rise in the country and Rab is working to fight it.

Moinur Rahman Chowdhury, acting inspector general of police, said this technological innovation will work to serve the country.

maybe Military Police near cantonement

or maybe for the Police forces who get deployed UN mission.

Stil they don't need it. They are law enforcement agency not military. APBN is tasked to guard key installations in UNPKO not going on mission like military. Even army don't use dessert camo except the boot.

Rajshahi Metropolitan Police (RMP) here today (Tuesday) launched a new type of 'body-Worn Camera' to record the activities between on-duty traffic sergeants, vehicle owners and drivers.

RMP Commissioner Abu Kalam Siddique unveiled the camera at Shaheb Bazar Zero Point in the city for the first time in its history.

He said that some 80 cameras were introduced now and the on-duty policemen in police stations and camps will be given cameras in phases.

This camera will record the activities between the on-duty traffic sergeants, vehicle owners and drivers.

Higher police officials may supervise the camera, if necessary, he added. "It is a 40 megapixel high resolution camera that could record the audio and video for 12 hours and it could be monitored from the command centre. It can be worn on the head or body," the police commissioner said.

"Introduction of the camera could ensure transparency and accountability of police sergeants as it could take snapshots of all the activities and record conversations of police sergeants. The records could not be erased by the sergeants at their will," he added.

The cameras would be able to capture a first-person view from the police officials' perspective. It would also record law enforcers' conversations which the officials would not be able to delete themselves, said Siddique.

This rechargeable camera will be attached with a policeman and can record the audio-visual for eight hours at a stretch, Kalam Siddique informed the media.

RMP Additional Commissioner Mazid Ali and Deputy Commissioners Sazid Hossain and Anirban Chakma were present.

In order to make Bangladesh Police a civilian security force suitable for a country to be developed by 2041, an initiative has been taken to increase their capability through extensive use of information technology.

Sophisticated technology like artificial intelligence, robots, drones, etc. will be added to the police repertoire in coming years, said speakers during the discussion on Wednesday, the fourth day of Police Week 2022, reports news agency UNB.

Four ASP joined police's aviation wing.


In the sunny morning of last Wednesday (16 March), Assistant Superintendent of Police Fatema-Tuz-Zohra was all prepared for her test solo flight of an aircraft at the Tejgaon Old Airport.

Three of her colleagues – Md Saroar Hossain, Md Mushfiqul Hoque and Md Abul Hossain – had already taken the test.

With ASP Fatema's solo take-off during a training course, the newly-formed aviation wing of the Bangladesh Police started taking its shape.

"Bangladesh Police will gain further strength with the full swing operation of the aviation wing. The newly formed wing will play vital roles in communication, different drives, and rescue operations in remote areas," Inspector General of Police Benazir Ahmed said while celebrating the successful take-offs, at the Police Headquarters in the capital on Monday.

The wing was formed informally early last year with a deal with Russian helicopter manufacturer JSC Russian Helicopters to import two state-of-the-art choppers, which are yet to arrive in the country. A new horizon would open up with the addition of helicopters, according to the police.

Meanwhile, four assistant superintendents of police were privileged to enrol on an aviation training course at the Army Aviation School, along with six others from different forces. All four police trainees successfully completed their solo flights.

Starting on 4 July 2021, the training will continue until 1 Sept 2022. With the completion of the training, the first batch of pilots of the Bangladesh Police would be prepared for the full-swing operation of the aviation wing.

Just a start, long way to go

"This was my first solo flight and I flew on a circular route over the Tejgaon Airport's runway," Fatema, who joined the police through the 36th BCS, told The Business Standard.

"The experience is beyond words. Relief, confidence, joy and commitment – an extraordinary mix of all these emotions," she added. "However, it is just a start, a long way ahead to go."

The police officer said they were now going through different phases of the course and would start helicopter operation soon.

Md Abul Hossain completed his first solo flight on 3 December last year. "On completion, I was offered a 'water salute' and that was a memorable moment of my life," he told TBS.

A water salute is a tradition to honour military veterans, foreign dignitaries and new airline services. Each water cannon salute, which lasts about two minutes, can use as much as 3,000 gallons of water.
