While I don't believe Canada will ever purchase nuclear submarines, the offer the UK has made to help Canada in regards to the arctic opens a possibility for a lease for Canada. What I propose is that the UK build a number of Astute Class and partially crew and lease them to Canada. All maintenance is done in the UK. Back in 1955 a 6th submarine squadron was created with RN crews and CO's based in Halifax, Canadians crewed them as well.
This could be politically acceptable to the government with no messy cleanup of nuclear materials.
