PN Corvette Acquisition Program (Horizon 2)

The acquisition of the corvette was delayed due to covid-19, but seems it's still in progress.

According to the MaxDefense site the Corvette is expected to fulfill certain characteristics:

Lenght: minimum 80 meters (closer or similar Jose Rizal class)

Displacement: minimum 2.000 tons (similar to Jose Rizal class)

Speed: max 25 knots, 80% MCR (similar to Jose Rizal class)

Propulsion: Diesel only/ Hybrid Diesel-electric, no Gas turbines.

Endurance: 3 weeks minimum, preferably 4 weeks

Range: 4.000 - 4.500 NM at cruising speed

Aviation facilities Multipurpose Hangar, Helicopter landing deck, 10 ton AW-159, AW-109, S-70, MH-60 etc. Also allow operating UAV capability.

Weapons:

Main Gun: 76mm Oto Melara Super Rapid

Secondary Gun: 30mm (Aselsan SMAH, BAE MK.38 mod. 3, or MSI Defence Seahawk DS30. SMASH is already in service with Jose Rizal)

CIWS: US Phalanx 20mm, or alternative offer from country of origin

Torpedo Tubes: 2x3 324mm ASW (SEA TLS-TT or similar to those on Jose Rizal)
* PN may prefer LIGNex1 K745 Blue Shark from South Korea (SK).

AShM: LigNex1 SSK-700 C-Star AShM if SK wins, or possible MBDA MM40 Exocet Block II due to PN preference

Air Defence: 16-cell VLS Mk.41 VLS ESSM, MBDA VL-MICA, MBDA CAMM/Sea Ceptor or K-SAAM using K-VLS.

Sensors:

Main Radar: Hensoldt TRS-3D Baseline D Air/surface 3D. NS-100 3D AESA, Hensoldt TRS-4D or Thales NS-1000.

Secondary Surface Search Radar: Kelving Hughes Sharpeye

Fire Control Radar: PN currently operates Leonardo Selex NA-25X on Jose Rizal. But improved version NA-30S. Korean or French alternatives could also be a possibility.

Hull Mounted Sonar: PN currently using Harris 997, and installing ELAC Nautic Hunter on Del Pilar class frigates. Though Thales "Bluewatcher" is seen as another possibility by author.

Other sensors that may be expected are:

Communications and Radar Electronic Support Measures (C-ESM and R-ESM), Electro-Optical Tracking System (EOTS) a Towed Array Sonar System (TASS), Countermeasures Launchers, Secondary Surface Search /Navigation Radar System and Tactical Air Navigation System (TACAN).

Combat Management System (CMS), able to integrate to the US Tactical Data Link 16 (TDL 16) and Tactical Data Link 22 (TDL22).

Four Shipyards Compete For Philippine Navy’s Corvette Acquisition Project​

Four foreign shipbuilding companies are currently competing to win a PHP28 billion (US$555 million) contract for two corvettes in the Corvette Acquisition Project (CAP) of the Philippine Navy (PN).

The project is a part of the “Horizon 2” phase in the Revised Armed Forces of the Philippines Modernization Program (RAFPMP)that started in 2018 and will end in 2022.

Turkey’s state-owned ASFAT has proposed its modified Ada-class missile corvette and Istanbul-class light frigate for the PN. The Ada-class missile corvette is a 100 meter long, 2,400 tonnes displacement ship that can accommodate up to 106 personnel. The Istanbul-class light frigate is a 113 meter long, has 3,000 tonnes displacement and can accommodate up to 125 personnel.

Netherland’s Damen Group is offering its modular SIGMA-class multi-purpose corvette / frigate. The Damen Group’s offers range from the 90 meters long, 1,700 tonnes displacement SIGMA-9113 corvette with a complement of 80 personnel to the SIGMA-10514, a 107 meters, 2,600 tonnes displacement frigate that can accommodate 122 personnel.

South Korea’s Hyundai Heavy Industries (HHI) has the HDC-3100 project on offer. The HDC-3100 class corvette / frigate has a length of 114 meters, a displacement of 3100 tonnes with a complement of around 120 to 140 personnel. The HHI’s HDC-3100 offering is an improved variant of the company’s own HDF-2600 frigate in which two have been sold to the Philippines and commissioned in the PN as Jose Rizal-class frigates in July 2020 and March 2021, respectively.

France’s Naval Group’s Gowind 2500 design is also in the fray. The Gowind 2500 design that the group has offered is a 102 meters long, 2,500 tonnes displacement with up to 80 personnel’s complement.

All the companies are also offering an assortment of a 76 mm caliber naval gun, 30 mm automatic cannon(s), a Close-In Weapon System (CIWS), Anti-Ship Missiles (AShM) and a 16-cell Vertical Launch System (VLS) of Anti-Aircraft Missiles (AAM). It still remains to be seen whether the contract will also include all of these weapons installed or whether the ships will be built in a “Fit For But Not With” (FFBNW) condition. It’s also worth noting that from these four companies, HHI is the only one that did not offer to build one of the corvettes in the Philippines.

While the PN has put a requirement for six corvettes in the current “Horizon 2” phase, the program has met with delays and reduced funding due to the pandemic. The CAP still continues despite being reduced to two corvettes. It is expected that the contract will be signed before the end of next year.

Lorenzana: South Korea, Australia ships to boost maritime patrols​

MANILA, Philippines—The Department of National Defense appears bent on acquiring ships from South Korea and Australia to boost the country’s maritime patrols in the West Philippine Sea.

“We are planning to procure two corvettes from South Korea and also six offshore patrol vessels from Australia,” Defense Secretary Delfin Lorenzana said at a budget hearing at the House of Representatives on Wednesday (Sept 1).

He said the shipbuilders—Hyundai Heavy Industries (HHI) and Austal—were willing to provide loans. But he did not say the acquisition status of the projects, which have been delayed for years.

“This is a multi-year program and they are willing to loan us money. Both companies are willing to loan us and we can amortize the cost of these assets over a period of maybe 10 years.

“That would be ideal if we can start it so we can have more ships to patrol the West Philippine Sea,” Lorenzana said.
Under President Rodrigo Duterte, the Philippines acquired two new multi-role frigates from South Korea’s HHI. But Lorenzana said these were not yet fully equipped yet.


“These frigates are not yet completely equipped. There are no missiles or arms while they patrol the area. They cannot actively challenge other ships because they are not equipped,” he said.

The Navy is also using hand-me-down ships from the United States to patrol the West Philippine Sea, but Lorenzana said these were inadequate, given the vastness of the area.

Bayan Muna Rep. Carlos Zarate said in a statement that the ships recently acquired by the government cannot effectively protect Filipino fishermen in the West Philippine Sea because it takes years to refurbish and arm them.
