Your Navy SAT operators are definitely the best equipped among all Turkish SOF units from what I've seen
ÖKK and SAT units are equally good equipped, they don't lack anything.

I don't think I can answer your question when you put it that way. We first must understand that there are many different specializations within Special Operations Forces. Special Operations Forces is very wide term and as its western counterparts the Turkish Special Operations Forces have different units with different levels and types of specialization also different mission sets. The magic here happens when you can utilize in the best way all these specialized units in a coordinated action according to their specialization. Apart from the DEVGRU and CAG there are also other Tier 1 Special Mission Units within JSOC that deserves recognition. For example the AFSOC 24th Special Tactics Squadroon Pararescue Jumpers receive the longest SOF course in the US military and they are the best that the US military can offer in terms of combat casualty care force out there. They are also considered as Tier 1 units but their specialization is totally different from for example DEVGRU. They can do many things DEVGRU can't and vise versa. There are also many things that both units are capable of doing but one will be better than the other in certain tasks because of their specialization level and mission set.

Officially there is not known information about Tier 1 units of the Turkish Armed Forces. We know they are there but don't know anything like their name or how training or selection is done. The last known Tier 1 teams were part of the Combat Search and Rescue MAK of the Special Forces Command OKK. It is known that their tasks included much more than CSAR operations and they served all over the world. They were disbanded because of political reasons and the last known thing after them that we knew as kind of Tier 1 was the Special Missions Battalion that was specially created after the hostage crisis when DEASH captured 49 Turkish citizens including diplomats and security element from the Turkish Consulate in Mosul after they captured the city but as far as I know that battalion is no longer active. I am sure that the Special Forces Command (tied directly to the General Staff) and the Turkish National Intelligence Organization MIT posses such forces but it is highly classified.

The Special Forces Command have variety of teams with variety of skills and mission sets. The Special Forces Command is a Special Force. Different from other Special Operations Forces the Special Forces are capable of conducting five out of five main SOF tasks (Direct Actions, Counter-Terrorism, Special Reconnaissance, Unconventional Warfare, Foreign Internal Defence) and in the case of OKK even more. They are taking personnel from all over the armed forces regardless of branch. Within its command OKK haves HALO/HAHO qualified airborne troops, combat divers, counter-terrorism specialists, intelligence specialists, CBRN specialists etc. When all that potential and specialized personnel is combined under unified command and control structure that force can make miracles. I can't answer your question about who is best but I can say
that the Special Forces Command was and still is the most potent SOF command within the Turkish Armed Forces with its high standards of training, years of real combat experience, very diversified specialization trees, large manpower resource, high technology gear and special equipment, dedicated armored vehicle fleet and dedicated helicopter fleet.

Just want to add something to the above. While as I stated the Special Forces Command is not a homogenous structure and have many levels of specialization and branches due to the luxury of higher numbers when it comes to the Naval SOF SAT this is not that way. Because of the low number of the units the training standards are higher than that of the Special Forces Command OKK and they don't have the luxury of "lower level, different specializations". While the numbers of the OKK are in thousands and they have units dedicated to X mission/skill set the numbers of SAT is in the hundreds and all must be proficient parachute masters, high level divers etc. In SAT everything is trained and worked for the high level. This doesn't mean that OKK don't have such units within. The difference is that OKK just have the luxury to specially chose men and dedicate manpower to specific task and make an X unit proficient in only for example SCUBA diving or only skydiving etc. OKK also is having high level frogmen that both finished OKK training programs and specializations but also on top of that completed successfully relevant courses given by SAT. There are also people who served in SAT and later started service at OKK. So mainly the differences are these.

I think I said this before but:

If I have to recon a beach in preparation for amphibious assault, infiltrate by sea, gather intelligence and sabotage critical infrastructure my first choice will be SAT.

If I have to send men to end a maritime hostage crisis my first choice will be SAT.

If I have to send SOF that will have to hit series of critical targets located on islands I will send SAT as the spearhead backed by OKK diver teams.

If I have to ensure the coordination of a complicated air supported operation from the ground and also coordinate the aircraft in the air I would chose personnel from the Air Forces 135th CSAR and FAC Squadron.

If I have to send men thousands of kilometers away from the homeland and drop them from the sky where they will be welcomed and supported by locals for the task to organize a rebellion, train the forces and if needed kill HVTs posing as taxi drivers my first choice will be OKK.

If I have to dedicate men for a crisis response team tasked to intervene in emergency like imminent danger for a consulate or embassy being hit by enemy on the ground I would chose OKK.

In Turkish army generall big size radios like PRC-148 and PRC-152 are only used by squad commanders for long-range field coomunicaiton but special mission units are expecitonal. He also handling a HK416A5 5.56mm carbine with EOTech 556 sight + G33 magnifier combo, AN/PEQ15 laser module and surefire M620V scout light with IR filter

NATO Forward Air Controller (FAC) training, which was carried out between 02-13 October 2021 within the scope of Turkey-Slovakia Close Air Support Cooperation, continues under the hosting of the 3rd Main Jet Base Command (Konya).

NATO FAC training; It is a special training aimed at the effective destruction of targets as a result of directing combat aircraft in the forward operational line to the targets from the ground or from the air.
