Malaysia can produce Turkish-designed chips and semiconductors for industrial needs. TR has design capability but lacks production capacity.

Basically the machine can be bought from Japan, China also bought Japanese machine for their semiconductor industry. What is needed to open the industry is large scale sales, if the sales is not much, making such an industry is a lost of money.

From what I know Malaysia semi conductor industry has heavily reliance on foreign OEM FDI like from USA and Japan.

But China's companies still can't make 5nm and 3nm chips. The problem is not just about machine to make the chips, but also the intellectual property or patents.

TSMC and others, you name it, are keep their own methods on how to make that, so basically they become kind of the only sources for chips.

Edit : so, the only reasonable way if want to make our respective countries to be global chain in semiconductor (especially the nano) is by FDI. There is just too much RnD that cost a lot to find all different way to make that. The newcomers just can't chase them anyway, except if they are using the process that patented and brought to the court by the owners of the patents.

The recent event about Kavala showed it all
Whether Turkey can get the US engine or not, who cares
The US will be the greatest loser either way
And I dont think the US will risk pissing off turkey in terms of engines
Russia said it was willing to aid Turkey in its engine development and since Turkey do have some tech that Russia doesnt, ToT may likely happen. By then, US will piss themselves as the tech that Russia lacked will be in Putin's pocket while all what US will get is dirt poor Greece

Production time in MMU project:
• The first piece was produced in the National Combat Aircraft
• There are approximately 20 thousand parts on the plane.
• Production of parts will be completed by the end of 2022
