•He introduced himself as a buyer to the owner of the vehicle. He has a friend his age with him. The owner of the vehicle gave them the vehicle without asking any questions.

•No. The police found no criminal evidence.
The vehicle owner gave the key willingly without doing the necessary research (age, driver's license, ID).
The child will be fined for lack of driver's license.
Insurance barely pays...
