Professor Fred Stern of the University of Iowa College of Engineering describes the new $4.9 million wave basin facility at the University of Iowa's research campus. This wave basin will be used by Stern and his colleagues in UI's Ship Hydrodynamics Research Group to further develop the simulation software called CFDSHIP-IOWA that they have developed for the United States Office of Naval Research to aid in the ship design process. The UI Ship Hydrodynamics Research Group is a program of IIHR- Hydroscience & Engineering, one of the nation's preeminent institutes for the study of fluid mechanics, air and water resources, and environmental hydraulics.

ONR tumblehome (Zumwalt class) Maneuver simulation with active control surfaces.
The vessel is known to inherit some instability conditions while maneuvering at particular heading and wave amplitudes.
Without active control the ship broaches :

A submarine's one of the critical moments are known to be surfacing, particularly emergency blow which results in excessive added mass of water and low buoayancy-followed by slamming, remarkably affects stability of the submarine that it may list towards any-side if not designed accordingly.

Noise i would say, each appendix induces a new boundary layer, vorticity (disturbances in flow)
And the simpler is the better for maneuvering. There are 4 on the rear, 2 in the front able to control rotation in 3 axis, and maneuver in and around 6 axis.
DARPA suboff is specifically a scientific case so it lacks other fins on the front side.
