The proposal is a canal much narrow than the bosphorus and putting buildings around it, then directing the dangerous ships to there. What is the plan when there is an accident or fire on these ships?

Canal is designed like a walley. There is distance and height difference between Canal and buildings. It's not a direct coastal structure unlike the Bosphorus.

What is the ROI(return on investment) strategy?
They are going to force every Turkish ship to go through there and pay an arm and a leg. Just like they did with busses and trucks with the third Bosporus bridge and just like they are directing every single Turkish airlines domestic plane to stop at Istanbul first even if there is no reason for them to go there whatsoever. Just as an example, I just checked flights from Gaziantep to Adana and they are still flying to bloody Istanbul airport first just so they can keep the numbers up.
Who will fund it?
Turkish taxpayers, of course.
What will be the cost?
Billions of dollars, and that is without considering the damage it is going to do to nature, especially our water sources, which are already suffering from the effects of climate change.

I agree all but I need to correct a point even tho it's off topic. Most city-hopper flights directs to Istanbul first. Because there was no enough passengers to put new flights between our cities. There is now but they still didn't change the system. It was like this before the Istanbul Airport. All flights directs to one of 3 big cities first. It has nothing to do with IGA.

If it's not a dedicated low interest rate foreign debt, then it's criminal to build the canal. The city desperately needs funds to be prepared for the looming earthquake.

If I had to choose between the two, I would have ships ram each and every building on the Bosphorus than to lose hundreds of thousands of people in a bloody earthquake.

I think the best solution was to build two ports, one terminal north of the airport and another in the Saros gulf, and a direct and express railway. But this type of mega investment is not economically feasible as it would not generate urban rent and moreover we cannot forcibly close the passage due to the straits convention.

There are many academic studies on Canal Istanbul, the damage to the habitat has to be calculated really well. Even if we put aside the political debates, there are still national values that we are entruster of future generations. Not every issue should be approached with liberal glasses. A canal project that will not have the effect of changing the Straits regime will serve whom and to what extent, these are really important questions.

On the other hand, I must say that anyone who has crossed the Istanbul on the bridge of a freighter has learned from experience that the Turkish straits is probably one of the most dangerous strait crossings in the world. The slightest steering failure can lead to disaster. What's worse is that the freighters working to the Black Sea are really mostly junk ships. So the problem is not only the large vessels, any day at any time a major disaster can happen just like the expected Istanbul earthquake... We need to find a way to slow down the Istanbul strait traffic without antagonizing the Black Sea countries.
