Turkey plans to establish three military bases in Azerbaijan:

In the city of Ganja (near the border with Armenia and Georgia)
Gebele (former USSR radar base)
Lenkeran-Iran border and strategic Caspian Sea)

"One of the 3 Turkish Air Force Cargo aircraft arriving from Kayseri to Ankara in the morning hours is from Ankara to Azerbaijan.
In the last two days, there have been 18 cargo planes that I know of in Saya. Most of them land in Lankeran at the Iranian border."

Ofc they would deny it publically, it would just result in backlash with Iran/Armenia/Russia.

However, given the frequency of cargo planes, I wouldn't be surprised if the MoD persued a policy of deliberate ambiguity.

Putin doesnt care,he thinks of the bigger picture.
He came to the conclusion that its in his favor to work with Türkiye instead of against.
The way things are going for both countries,a ''bond'' of some kind is inevitable since they are already ''working together'' in many situations.
This doesnt mean they will be trusted allies of each other.
