I don't understand this? How a state can "order" something without a tender process?

Samething goes with Akıncı too. My old friends would remember, we used to check SSM's website for new tenders and we able to run guesses from the tender documents that have been posted.

Now, we only hear, 6 Akıncıs taken into inventory? Like where is the tender, how many are you going to buy, what abilities do you want?

Lately, i see nothing of that sort... maybe i'm mistaken, please show me tender documents if there are some on these acquisitions.
Purchase of military equipment does not really work with tenders, even if it may look like it. The military+politicians decides the purchase based on military, political and economical aspects. The pure military aspects are not even the most important aspect in these purchases.

In the case of Akinci; industrial, economical and strategical aspects are important aspects. So this rules out any foreign drones (not that there are any available drone in this class for us as our allies refuse to sell them).

So we buy 6 Akinci and probably 6 Aksungur in initial step and then evaluate them in various scenarios and then give feedback to improve them.

In the long run, we will most likely but 30-60 Akinci/Aksungur over the next 5 years. After that, we will contiunue to buy the next generation which most likely will be 100 jet powered support fighter (f16 class) and in 10-15 years we will buy 100+ 6th gen air supperiority stealth drones. For obvious reason, these might not even be public.

MIT is not, but organization planners, and the ones who loves the fancy organizations are.

In my opinion Akinci is a project funded by SSB, there hasn't been a tender but some negotiations, lets skip the part of criterias on choosing the contractor, Baykar was awarded to desing and produce Akinci, it is technically a SSB product.

For Aksungur you are right, for now it seems they have shifted their Anka orders into Aksungur. For the future they may not need a tender. Naval forces also made direct orders through Asfat and even awarded project to themselves on Ada class without a tender (the tender for this was awarded but then abandoned)

I didn't really understand how this tendering stuff works around, for example there are works who has been given to some subcontractors without any tender how can a state agency do that without a tender but purely by negotiations? Looks like there are work arounds and nobody is bothered about this currently.

Imo, ssb does tender on something when they want to, and skip and negotiate directly on something they have decided to be so and to be honest it is not consistent at all in last few years.

Also launching a tender for a destroyer that costs multi billions but not for production of the UAV that costs some dozen million dollars (considering that ssb already owns the IP rights), is not really fair.

Yeah, exactly my thoughts.

I dunno, i prepared technical specifications for state tenders. You can't even point a specific feature on a brand (pumps or vanes for example). But millions of dollars going to private companies without any transparency.

Also, to those who want to defend this action.....think about what will happen to these companies and to officials in the future when political power changes. Just think. I think, nobody would like to see Baykar officials behind the bars.

Tender for what ? Who to produce Akıncı while there is only 1 ONE producer ? You are like a joke. We are not USA.. We don't have like hundreds of defence companies capable of developing armed drones.

SSB gives the project to a company --> company develops it --> SSB pays for the aircraft and delivers to HvKK.

If you are going to compare Akıncı and Aksungur that means you don't know anything about UAV classification..

You can go for tenders with armored vehicles, smaller UAVs, ships.Or projects developed for SSB that SSB owns the rights. Like Altay engine. When BMC finishes the development all licence rights will be given to SSB. Then SSB can tender for a producer.
Like locked martin and general electric does not spend hundreds of milions on legalized corruption :)

TSK wants something with XYZ requirements - SSB decides which company gets the contract - Company produces - Delivery

That's how it looks to me, no tenders at all only requirements from the Military, rest is something that SSB decides... this is not healthy for the long term.
We need competition ffs, otherwise the companies will become lazy and greedy because they know that the contracts are safe in their pocket.

You guys don't understand that TB2, Akıncı, Anka or Aksungur are different products. Each one has its own purpose. You can't just open a tender and buy a 1300kg MTOW UAV for a duty that a 650kg one can do.

USA is different dimensions in technology right now. They could make better drones if they wanted to. The only thing they are interested in right now is space technologies and colonizing space as soon as possible. There is a chance to buy drones cheaply from Turkey.

DCM Shriram is investing $1 million in Zyrone Dynamics

DCM Shriram signed a partnership deal with Turkey's Zyrone Dynamics on the sidelines of the International Defense Industries Fair (IDEF) in Istanbul.

DCM Shriram is investing $1 million in Zyrone Dynamics, taking a 30 per cent stake in the company. Murat Kanber, co-founder of Zyrone Dynamics, was quoted by Turkey's Anadolu Agency as saying, "Both sides’ expectation is the creation of products for civilian use, especially for cargo transportation... Now Zyrone will sell its products to India and its neighbors in the Asian market, after which it also hopes to export drones to Europe and Australia."

Speaking on behalf of DCM Shriram, Rudra Shriram said "The partnership is more than just an investment; it is about creating a global UAV company for various applications in civilian and military fields."

Zyrone Dynamics specialises in the manufacture of small rotary-wing drones. Zyrone Dynamics has been promoting small drones that it calls 'variable volume' UAVs.



Going by the website, seems to be an up-and-coming company. Probably wise to invest at this stage itself from an economic perspective.
