Ukraine’s FPB 98 Patrol Boats Production In Full Swing At OCEA Shipyard

A Ukrainian delegation led by the Minister of Interior of Ukraine, Denys Monastyrskiy, visited the OCEA shipyard on 29th October to witness the construction of the OCEA FPB 98 MK II patrol boats for the reinforcement of the country's State Border Guard Service.​

OCEA and the State Border Guard Service of Ukraine (SBGSU) inked a € 136.5 million contract for the procurement patrol boats on July 22, 2020. A total of twenty 32-metre patrol boats have been ordered by Ukraine, five of which will be built directly in Ukraine, in Mykolaiv. These vessels will ensure the country’s sovereignty in the Sea of Azov and the Black Sea, OCEA comments.

The contract includes « partial financing from loans from both commercial banks and from the Treasury loan of the Ministry of Finance of France. The loan is provided by the state of France. Ukraine will 15% from the budget, while the remaining 85% will be provided by the loan, » explained the Ukrainian Minister of Internal Affairs. France offered a comprehensive approach to credit financing and agreed to localize 25% of the production in Ukraine.

In addition to the production and supply of ships, the project consists in a comprehensive service offer which includes training of 240 crew members and 120 technical personnel, spare parts and tools required for maintenance during 2 years of operation (or 2400 hours), and technical support in Ukraine within 60 months from the date of delivery of the first ship.

For the record, Ukrainian and French governments were negotiating for the joint production of 20 FPB 98 patrol boats designed by the OCEA shipyard in June 2019. The Government of Ukraine finally gave its green light for the procurement of the patrol vessels in November that year. It was announced last month that local shipyard Nibulon Shipbuilding has been selected to build five of the patrol vessels.

OCEA’s 32 meters-long FPB 98 patrol vessel has a crew complement of 13 sailors and features a maximum speed of 30 knots.

The French shipyard has sold a number of FPB 98 ships around the world, including to Benin, Suriname and Nigeria. Algeria recently started taking delivery of an additional batch of 10 boats after having received 21 FPB 98 vessels between 2008 and 2012.

Ukraine and France will build five ships in Nikolaev

Ukrainian border guards will receive 20 ships, 15 of which will be built in France and 5 in Nikolaev.



Ukraine and France signed a contract for the construction of five ships for the State Border Service. This is reported by the Department of Communication of the Ministry of Internal Affairs of Ukraine.

"On November 30, a contract was signed between the French shipbuilding company OSEA and the Ukrainian company NIBULON on the construction of five vessels for the needs of the State Border Service of Ukraine. Production will be concentrated in Nikolaev," the statement says.

Ukrainian border guards will receive 20 ships, 15 of which will be built in France. The transfer of the first vessel will take place in Odessa.

In January 2022, the ship's crew will undergo special retraining with French specialists.

It is emphasized that the implementation of such a project became possible thanks to the signing in 2019 of a framework intergovernmental agreement between Ukraine and France.

Earlier it was reported that Ukraine and the UK are at the final stage of negotiations on the production of missile boats for the Ukrainian Navy.

They have an identical platform and we can be assured with a lower price. Apparently Ukraine has already chosen the path of "procure with loan from foreign sources" instead of "fund the local sources and acquire the capability".

This strategy might be for initial stage of NATO membership. Obviously Ukraine wants to show that the country has western partners that financially support Ukraine. Comparing western military aid with the purchase ,i would say Ukraine is in advantage.

"The United States is announcing a new $60 million security assistance package, including additional Javelin anti-armor systems and other defensive lethal and non-lethal capabilities, to enable Ukraine to more effectively defend itself against Russian aggression. The United States has committed $2.5 billion in support of Ukraine’s forces since 2014," including more than $400 million this year alone.
