The bill on confiscation of Russian assets for Ukraine has been approved

360 congressmen voted for the adoption.

The US House of Representatives adopted bill No. 8038 on the use of frozen Russian assets in favor of Ukraine.

The bill also includes national security priorities, including sanctions on Iran, the confiscation of frozen Russian sovereign assets and measures that could lead to a nationwide ban on TikTok.

360 congressmen voted for the adoption - 186 Republicans and 174 Democrats.


US proposes debt to fund Ukraine using profits from frozen Russian assets

The issue of their use became urgent after the US blocked assistance to Ukraine.

The United States of America is proposing to provide tens of billions of euros to help Ukraine in debt secured by future income from Russian state assets that have been frozen by Western countries. The Financial Times reports this.

It is noted that the Group of Seven (G7) is divided over what to do with Russian assets worth 260 billion euros frozen by the West since the start of the full-scale Russian invasion of Ukraine. Thus, Washington supported the idea of confiscating assets in full and transferring them to Ukraine.

At the same time, according to European officials, this could violate international law and destabilize financial markets. Instead, EU countries propose to give Kyiv only the income received from these assets. At the same time, the issue of their use became urgent after Congress blocked additional assistance to Ukraine from the United States.

It's best for the three countries surrounding Ukraine to decide for themselves, Ukraine is facing an impending collapse, they're just counting time. A good leader lloks up to the benefit and interests of the country first and foremost. You know, many of what is now Ukrainian territory used to be part of Hungary, Poland and Romania not very long ago. They should make a deal with Russia that is, Russia should stop any advance pass Odessa and Kyiv. Poland could retake Lvov, Hungary could retake Transcarpathia and Romania could reclaim sovereignty over Bessarabia and Northern Bukovina.

That way everyone is happy and a major confrontation could be avoided between two opposing sides with nuclear weapons. In short Win-Win.

An independent and neutral Ukrainian state, with Lvov as it's capital city and maybe some semblance of previous national identity (such as color of the flag) . Obviously the country will be demilitarized and Russia will have military bases in the country to safeguard it's sovereignty. Any Ukrainians that wished to live under separate laws could leave Russian occupied Ukraine and live there where the law will be separated from that of Russian law.


Interesting proposal, in the light of Polish and Romanian refusal to partition Ukrainine.

I posted all the highlights of the bill already. There is WAY money money for Ukraine in the bill than there is for Israel in their bill. It's not even close

Ukraine Bill includes

- $13.78 Billion usd in USAI. This money allows Ukraine to purchase weapons they want / need directly from U.S. industry.

- $7.8 Billion usd in Presidential Drawdown Authority. This represents the value of items approved by Congress for the President to ship to Ukraine direct from U.S. existing inventories.

- $7.9 Billion usd macrofinancial loan. This is money that can be used to help pay any government expense other than government pensions. 50% of this loan is forgivable in November, 2024. The remaining 50% is forgivable on January 1st, 2026, pending Congressional review.

- $1.6 Billion usd loan for Ukraine to purchase weapons outside of the USA. 50% of this loan is forgivable in November, 2024. The remaining 50% is forgivable on January 1st, 2026, pending Congressional review.

- $1.5 Billion usd loan to support strenghening Eastern European defense against Russia. While it does not explicitly state that this money had to go to Ukraine, ultimately it will. 50% of this loan is forgivable in November, 2024. The remaining 50% is forgivable on January 1st, 2026, pending Congressional review.

- $300 Million usd to support Ukraine's border guards and police, including police that fall under the command of the military.

- $100 Million usd for anti-terrorism and demining activities in Ukraine.

That's substantially more than what Israel is set to receive in direct support, which is the following....

- $4.4 Billion usd in Presidential Drawdown Authority. This represents the value of items approved by Congress for the President to ship to Israel direct from U.S. existing inventories.

- $4 Billion usd for Iron Dome and David's Sling air defense systems. This money will buy more systems to strengthen Israel's air defense and will help replenish interceptors.

- 1.8 Billion usd for the purchase of Iron Beam air defense systems. This is cutting edge system that has been co-developed by Israel and USA and will be used for the first time in defense of Israel.

- $3.5 Billion usd in loans for the purchase of weapons from USA. This money is earmarked to allow Israel to purchase weapons that they need direct from U.S. manufacturers. The loan is to be paid back according to terms set my the President.

Total aid and loans directly for Ukraine: $32.88 Billion usd.

Total aid and loans directly for Israel: $14.1 Billion usd.

Poland is buying 250 M1A2 Abrams SEPv3 MBTs, along with support vehicles, including the 26 M88A2 Hercules ARVs, and the 17 M1110 Joint Assault Bridge platforms. Alongside the MBTs, Poland is also to acquire logistics and training packages, simulators, and ammunition. The agreement value is defined as ca. USD 4.75 billion $

180 K2 tanks cost us about 3.3 bln $ and its a NEW stuff.

So if US and Ukraine wants it (I doubt it, lighter equipment will be more usefull now) they could send few hundreds used M1A1 or Bradleys.

You're absolutely full of B.S... Anyone can read the actual bill and exactly what funding it provides for Ukraine and how it will be used.

$13.78 Billion usd in USAI... This funding allows Ukraine to purchase brand new military equipment directly from USA industry. Previous USAI funding has purchased everything from HIMARS systems and NASAMs, to drones, satellite usage and intelligence services.

$7.8 Billion usd in President Drawdown Authority... This funding allows USA to ship weapons from its existing stockpiles immediately. Most importantly, the value of the items is calculated in a depreciated manner, rather than at replacement cost, making them much cheaper to send.... Previous PDA has been used to send everything from Abrams, Bradleys, Strykers, Patriots, Avengers, Javelins, Artillery, Mortars, Shells, Ammunition and much more.

$9.5 Billion usd in Macro Financial Loans... These funds allow USA to help pay the Ukrainian military and the government, among other initiatives. These loans are 50% forgivable in November, 2024 and the remaining 50% are forgivable in January, 2026.

Make no mistake about it, Ukraine will get Billions of dollars worth of armor, artillery, shells, ammunition, air defense systems and associated ammunition, ballistic missiles (ATACMS), etc from this package. For you to suggest anything to the alternative is flat out trolling and disinformation.

The package is known to include much needed artillery and air defense systems, but a comprehensive package will be announced next week.

Looking at the USA aid package to Ukraine over a 12 month period (Apr, 2024 - Mar, 2025), USA will be able to send the Ukrainians the following...

$650 million usd per month in Presidential Drawdown Authority.

$1.15 billion usd per month in USAI funding.

$792 million use per month in macro financial funding.

Note: while USA could provide aid in that drawn out fashion, they're more likely to frontload much of the Preseidential Drawdown Authority. Rather than send $650 million usd worth of weapons from USA stockpiles each month for a year, they're more likely to send $850-$870 million usd worth of weapons per month between now and the fall election, before trying to get a new package passed if neccessary.

Some items that have been coming from Presidential Drawdown Authority previously, will instead come from USAI in the future. For example, as USA ramps up artillery shell production, they'll begin sending them direct from the manufacture, rather than from U.S. stockpiles. We'll soon see USA sending Ukraine 75,000'ish shells per month using USAI funds. That's $225 million usd worth of shells per month at the current cost of production. The same is true of GMLRS. USA is increasing production to 14,000 units per year. Right now they're at approximately 10,000 units per year. You can expect 400'ish GMLRS to be sent to Ukraine each from, at a USAI cost of approximately $67 million usd per month.
