MOSCOW, March 13. /TASS/. Moscow Mayor Sergei Sobyanin inspected the Moscow Center for Photonics on the territory of the Technopolis Moscow Special Economic Zone (SEZ) in Zelenograd (Alabushevo site) and said that the production of photonic integrated circuits will begin by the end of 2025.
"Technopolis Moscow is the country's largest special economic zone, which implements a number of key areas of our country's technological independence. In particular, projects such as pharmaceuticals and microelectronics are being implemented here in Zelenograd," Sobyanin said on Thursday.
The area of the Moscow Center for Photonics is 26.7 thousand square meters. The created capacities will allow the production of up to 100 thousand products per year.
"And now we have begun to develop another unique, key area for our country - the development of photonics. On behalf of the President, a project is being implemented to build a plant for the production of photonic integrated circuits. The building has been built, equipment is being supplied, commissioning is underway. I hope that by the end of the year we will receive new products that are unique for our country," the mayor said.

The products that will be produced at the photonics center will become the basis for the introduction of 5G technologies in Russia, the development of unmanned vehicles, and the construction of new data centers, Sobyanin said in his channel in MAX. Photonic integrated circuits are characterized by compactness and energy consumption, high speed of information transmission and processing. In addition, they make it possible to reduce the cost of the final product compared to foreign analogues by up to 30-50%.
Sobyanin stressed that Russia will become a technological leader thanks to the creation of a critical information infrastructure. "And due to the transition of new generation data processing centers to the domestic component base, Russia's technological sovereignty and a high level of security and stability will be ensured," the mayor added.
The center is equipped with modern high-tech equipment. In the first quarter of 2026, the Moscow Microelectronics Testing Laboratory is expected to start operating here. It will replace 70% of the services of foreign laboratories, which are necessary for the development of most high-tech industries.
For the first six months, production will work in test mode. From June, up to 500 thousand products per year should begin to be produced here.
