Taiwan was a Dang Guo (party-state) of Kuomintang led by Generalissimo of Ching Kai Shek before. With those power, Chiang could do whatever he wanted, forget rule of law, checks and balances. He married sister of the finance minister from one of the four strong families of ROC, CCP called the families as “bureaucrat capitalists” same term that used by PKI for the army and bureaucrats of the government during 50s and 60s (Kabir or Kapitalis Birokrat). That term refers to bureaucrats with ‘for profit’ minded. Too corrupt that even President Truman that gave them assistance said, “all of them are thief, every each of them”.
Not better than PRC about political freedom, ROC also killed, silenced, imprisoned anyone against them, not just the communists but also pro-democracy and others during the period of White Terror.
Chiang de facto replaced by his son Ching Kuo who actually first not directly replaced his father as President, but as the Premier of ROC. He gradually democratized Taiwan that Kuomintang is not the state itself anymore and many independent politicians (tangwei) that didn’t had choice made DPP in ‘86. Martial law was ended year ‘87 and they successfully reached ‘democratic consolidation’ now, thing that differentiate it with authoritarian PRC.
