Yes at start plant will be operated Russians only for a certain period.If i remember it was 15 years for both Russian enginneers to leave control station Turkish students educated in Russia and for station earn its construction money.
Since like last 10 years Turkiye sending certain amount of students to Russia became nuclear engineers and those students gonna replace to Russians enginneers at Akkuyu after a certain point.
At the same electricty produced in the plant will be bought by Turkiye above its real value in this period Russians will earn money back(timeline given back was 15 years). Construction cost of this plant is rather massive and its covered completly by credit given Russian state bank , Turkiye did not contribute single lira.
While subject comes why Russia? Simple its exact reason "Why S-400/FD-2000?" : Because our NATO allies always prevented any nuclear technology development in Turkiye specially Unites States.Throughout cold war U.S. were planting nuclear plant to many of its close alllies(including Pakistan and Iran) to help their energy needs and transffered certain amount civillian nuclear technology.Everyone knows Turkiye economy's main weakness happens to be energy imports(also the reason our economy always gives trade deficit) forced to buy from other countries.U.S. itself criticized us many times for buying energy from Iran and Russia yet for some strange its never offered Turkiye option of "Lets build nuclear reactors in Turkiye so they can stop buying Russian/Iranian gas". When certain Turkish goverments requested this option while they did not deny it outright(of course) but created bunch of excuses again why it cant happen.
Did you know there were plans for two additional nuclear plants to construction(total 3) and second one supposed to constructed by Japan/French partnership.Yet after some time that offer completly disappear.(Possible U.S. pressure of Japan?)
This project one of most right decision Erdogan took , too bad other two projects couldnt succed for lack of willing partners. .
