IMO Biggest bang for the buck for the Navy is in
1> Fast Attack Missile Boats (True next-gen OSA class type with Armed with Brahmos M or a min-k15 or shaurya variant)
2>Subsurface fleet, both nuclear and conventional
3> HALE for MPA roles.
Too many Destoyers and (Semi-Destroyers that we like to call Frigates) look great on paper . We just need enough for the Carrier strike group, not more than that.
Something to think about for the Navy is to shape its own airforce for maritime strike role aircraft (manned and unmanned) operating from bases close to its ports. A great starting point would be Lakshadweep and Andaman Islands.
