As far as I know, Akkuyu nuclear power plant has been completely financed by Russia; i-e, the Turkish govt havent even paid a single penny into building the power plant (ppl can correct me on this as Iam not 100% sure). Thus, RTE cant sell the plant since he doesnt have any shares at all within the plant. In fact, rn, Rosatom is searching for buyers to buy around 40-47% (no. Can be wrong but for sure they are looking for buyers to buy a decent chunk of the shares but not majority!) of the shares in order to regain some of the costs spent on building the nuclear power plant
This is why Iam confused. Why on earth did they do such things? Even if RTE lacked money, the govt doesnt have any shares in the first place to sell. Therefore, i think the cause isnt monetray but something else

It is NORM and PRACTICE between 2 countries to SIGN Agreement for Big projects which need many years to build.
Also Side 2 must be sure, protecting themself from Side 1 that they will not steal the money and lose years of planed project
That is why Turkiye do not gave money russia for the Project ( it is not normal and expect that Turkiye will give money for the project which is not finished and not operational.....................after that Turkiye have obligation to pay money + interest)
Procedure is following
-Side 1 provide money and provide all knowledge to build the Project.
-Side 2 sign on agreement that they will pay back invested money + interest to Side 1 when project is finished and project is operational (or sign second agreement annex that when is operational Side 1 will operate it and Side 2 will keep paying untill dues are paid off )
Issues are following
Each of the party can brake agreement with consensuses, But One thing remain.......Project is build on territory of the OWNER
