Lacks of political motivation to do so, as Indonesia is lies in relatively peaceful region. In the past when most of Asia region is in conflict or war, Indonesia spending around two third of the income of the year for defense spending. Even Soeharto government is always maintain at least 1,5 percentage of Indonesia gdp toward military budget

Military spending often times depends on perceived national threats. Indonesia, however, is a special case given its large population, geographical structure, natural resources and location on the global trade routes.

I haven't even mentioned China's claims on Indonesian waters yet.

I find the budget to be extremely low even for peace times. It just doesn't make sense to me. If not equipping your military now with all the extra funds, then when?

Why US go ahead with it in the first place if the customer is "bokek" and no assurance next admin gonna continue it?

I highlight some beyond whats obvious.

1. Political influence - dependency on military equipment and the possibility to influence political decission to favor them
2. Creating USD demand - spare parts needs to be replace, future upgrade need to be done and opening another line of opportunity such as ammunition. In larger case pretty much what they do to preserve demand for USD using IMF, World Bank, etc.
3. Economic - injecting Boeing (in this case) with economic effect using local currency and loan, creating jobs. In short injecting money into domestic economy using other people money
4. Indonesia large economy is enough to guarantee the debt payment, worst case would only be rescheduling as it will be G to G and Boeing would not suffer from it. After all those Eagle will be "Lunas" domestically by the time the delivery schedule is met

Wait, if 08 still okay with F16 maybe this US visit with SMI isn't just about F15 IDN but also F16 upgrade ?

Viper will always be lurking in the corner in a form of upgrade or new purchase as a plan B if the Eagle deal somehow fail. The AU knowledge, experience and infrastructure regarding F16 is too large to ignore and thats a fact that everyone knows including 08.

This major purchase has to include SMI as the issue is about budgetary/cash flow, its not about our inability to fulfill the debt but its about how we are prefer to pay it. US knows this, thats why they are willing to sit and resolve the issues collectively.

Unless the US is willing to go with our/SMI terms, like forms of payments & mechanism that is going to benefit or in-line with our economic policy (such as SWF, investmnet, etc) then it will be hard to reach this agreemant. IMHO. The other way is to support their preferred Indonesia Presidential candidate to win the election and go from there

Mirage 2000-5 Qatar has interesting story, ordered in 1994 about mid 1997 started to be delivered. From the start they are sparingly used and by mid 2000's under pressure of US government to dispose the aircraft with most of operational life still intact. Effort to offer them to India and Pakistan is failed. From the start they are able to bring mica missiles and Apache stand off Cruise missile (in which Qatar has a plenty). The only notable operation they have is operation dawn Odyssey in 2011. Since the arrival of Rafale they are not being in use anymore
