It's just an expression of opinion. In the current state, it is difficult for Poland to adopt and produce kf-21. Why? Because they have already decided to replace the old SU-22 and MIG-29 with the F-35 and FA-50. Other than that, it's F-16C. It's very hard to get in here.
However, I think such remarks are made because Poland has an opportunity to participate in the development of Block 2 and 3.
Poland has already declared all-round defense cooperation with Korea and is considered to have gone beyond the relationship between sellers and customers.

The company must have very deep pocket to develop it. Where’s the funding from? Even established defense companies like LM or Boeing received money from the government to developed JSF (X-35 and X-32) before.
